Abstract
Diplomska naloga se nanaša na kibernetsko varnost, ki je ključna za sprotno reševanje in spopadanje z modernizacijo ladijskih sistemov, zato da bi se le-te zaščitilo. Opisuje, kaj kibernetska varnost sploh je ter katere sisteme ladja zajema. Med drugim izpostavlja razlike med informacijskimi tehnologijami (IT) in operativnimi tehnologijami (OT) ter definira njihove glavne značilnosti. Opisuje kibernetska ogrožanja v pomorstvu, izpostavlja vrste napadov ter našteva in definira nekatere praktične primere, kot so lažno prekrivanje globalnega sistema za določanje položaja, kibernetski napad na Maersk itd., ki so se zgodili v pomorskem sektorju. Nato našteva in opisuje varnostne in zaščitne protiukrepe, ki so nujni oziroma priporočljivi za omilitev ali preprečitev nadaljnjih kibernetskih napadov, ter izpostavlja različne motive napadov, ki jih imajo akterji, vključeni v pomorski sektor. Našteti in opisani so kibernetski izzivi v pomorstvu ter izpostavljeni varnostni pomisleki v povezavi z njimi. Diplomska naloga opisuje tudi Evropsko unijo (EU), Mednarodno pomorsko organizacijo (IMO) in Severnoatlantsko pogodbeno organizacijo (NATO) ter njihove normativne ureditve oziroma priporočila, vezana na kibernetsko varnost v pomorstvu. Za konec se dotakne tudi izzivov kibernetske varnosti avtonomnih plovil, saj je vse bolj očitno, da bo le-teh v prihodnosti zaradi konstantne modernizacije vse več, kar pa pomeni, da jih je v prihodnje treba ustrezno zaščititi.

Title:MARITIME CYBER SECURITY CHALLENGES
Abstract:
The thesis is about cyber security, which is key to the ongoing rescue and coping with the modernization of ship systems, in order to protect them. It describes what cyber security is and which ship systems it covers. Among other things, it highlights the differences between IT and OT systems and defines their main characteristics. It describes maritime cyber threats, highlights the types of attacks and also lists and defines some practical examples such as GPS spoofing, Maersk cyber attack, etc. that have occurred in the maritime sector. It then lists and describes, among other things, the security and protective countermeasures that are necessary or recommended to mitigate or prevent further cyber attacks and highlights the various attack motives of actors involved in the maritime sector. It also describes the EU, IMO and NATO organizations and their regulations or recommendations related to maritime cyber security. Finally, we also mention the cyber security challenges of autonomous vessels, as it is increasingly obvious that there will be more and more of them in the future due to constant modernization, which means that they also need to be adequately protected in the future.
