Talent management represents a test for organizations because the labor market and
the working environments of organizations are increasingly competitive. The
importance of the organization's internal resources, i.e. people, is increasingly
emphasized. Talent management is the process of attracting, developing, and
retaining the most talented individuals who demonstrate special value for the
organization with their knowledge and work.
In the master's thesis, the results of the first such study of the management of talent in
the public administration of Slovenia are presented, i.e., how employees evaluate the
implementation of attracting, developing, and retaining young talents. The research
was carried out using a survey questionnaire and took place in the period between
June 9 and July 1, 2023. 910 respondents participated. The results of the research
show that the respondents do not evaluate the attraction, development, and retention
of young talents in public administration the best because the average rating of all
sections is 3.0. Attracting and developing young talent affects their retention in public
administration organizations, with attraction being a partial influence and development
being a full influence.
The results and the proposals presented in the master's thesis represent a good basis
for further research because the field of talent management is important for
organizations facing a shortage of young (talented) employees. From a practical
perspective, the master's thesis can help state decision-makers responsible for the
development of public administration, human resources experts, and management of
organizations in public administration in formulating measures and implementing some
recommendations in practice. At the same time, the results of the research give all
interested parties an insight into the actual situation in public administration in the
researched area.
