Prihodnost mladih talentov v javni upravi : magistrsko delo

Abstract
Ravnanje s talenti predstavlja preizkušnjo organizacijam, saj so trg dela in delovna okolja organizacij vse bolj konkurenčna; vse bolj se poudarja tudi pomen notranjih virov organizacije, tj. ljudi. Pri ravnanju s talenti gre za proces privabljanja, razvijanja in zadrževanja najbolj talentiranih posameznikov, ki s svojim znanjem in delom izkazujejo posebno vrednost za organizacijo. V magistrskem delu so predstavljeni izsledki prvega tovrstnega proučevanja ravnanja s talenti v javni upravi Slovenije, in sicer kako zaposleni ocenjujejo izvajanje privabljanja, razvijanja in zadrževanja mladih talentov. Raziskava je bila izvedena s pomočjo anketnega vprašalnika in je potekala v obdobju med 9. junijem in 1. julijem 2023; sodelovalo je 910 anketirancev. Rezultati raziskave kažejo, da anketiranci najbolje ne ocenjujejo privabljanja, razvijanja in zadrževanja mladih talentov v javni upravi, saj je povprečna ocena vseh sklopov 3,0. Privabljanje in razvijanje mladih talentov vplivata na njihovo zadrževanje v organizacijah javne uprave, pri čemer gre pri privabljanju za delni vpliv, pri razvijanju pa za popolni vpliv. Rezultati in podani predlogi v magistrskem delu predstavljajo dobro podlago za nadaljnja raziskovanja, saj je področje ravnanja s talenti pomembno za organizacije, ki se soočajo s pomanjkanjem mladih (talentiranih) zaposlenih. S praktičnega vidika lahko magistrsko delo pomaga državnim odločevalcem, odgovornim za razvoj javne uprave, kadrovskim strokovnjakom in vodstvom organizacij v javni upravi pri oblikovanju ukrepov in implementaciji nekaterih priporočil v prakso. Hkrati s tem rezultati raziskave omogočajo vsem zainteresiranim vpogled v dejansko stanje v javni upravi na proučevanem področju.

Title:The future of young talents in public administration
Abstract:
Talent management represents a test for organizations because the labor market and the working environments of organizations are increasingly competitive. The importance of the organization's internal resources, i.e. people, is increasingly emphasized. Talent management is the process of attracting, developing, and retaining the most talented individuals who demonstrate special value for the organization with their knowledge and work. In the master's thesis, the results of the first such study of the management of talent in the public administration of Slovenia are presented, i.e., how employees evaluate the implementation of attracting, developing, and retaining young talents. The research was carried out using a survey questionnaire and took place in the period between June 9 and July 1, 2023. 910 respondents participated. The results of the research show that the respondents do not evaluate the attraction, development, and retention of young talents in public administration the best because the average rating of all sections is 3.0. Attracting and developing young talent affects their retention in public administration organizations, with attraction being a partial influence and development being a full influence. The results and the proposals presented in the master's thesis represent a good basis for further research because the field of talent management is important for organizations facing a shortage of young (talented) employees. From a practical perspective, the master's thesis can help state decision-makers responsible for the development of public administration, human resources experts, and management of organizations in public administration in formulating measures and implementing some recommendations in practice. At the same time, the results of the research give all interested parties an insight into the actual situation in public administration in the researched area.
