Abstract
Epidemija covida-19 je imela pomemben vpliv na sprejemanje upravnih predpisov v Sloveniji, saj je vplivala na delo organov državne in širše javne uprave. Skupno gledano, je epidemija covida-19 tako v Sloveniji kot v Avstriji imela pomemben vpliv na sprejemanje upravnih predpisov, saj je zahtevala izredne ukrepe za obvladovanje širjenja bolezni in blaženje njenih posledic. Namen magistrskega dela je predstaviti nove upravne predpise, sprejete v času izbruha epidemije covida-19, zakaj je ravno epidemija tista, ki je tako v Sloveniji kot drugod po svetu vplivala na nastanek teh predpisov, ki so bili sprejeti ob različnih predpisih, ki so naslavljali interventne ukrepe. V delu so podane določene smernice, kako se lahko v prihodnje pristojni organi izogibajo tovrstnim, npr. neustavnim ukrepom in situacijam. Analiza literature in opravljena raziskava sta pokazali, da so sprejeti (začasni) upravni predpisi in z njimi predpisani ukrepi ugodno vplivali na zmanjšanje števila okužb, boljšo higieno, večjo osveščenost o pomembnosti javnega zdravja, imeli so pozitiven učinek na gospodarstvo in spodbujanje digitalne transformacije, tako v Sloveniji kot Avstriji. Magistrsko delo temelji na proučevanju normativnih sprememb upravnih predpisov. Opravljena je bila analiza na novo sprejetih zakonov in upravnih aktov, sprejetih za njihovo izvrševanje, ter postavljenih ravnanj, ki so bila sprejeta s strani državnih organov. Delo vabi k razmisleku o morebitnih novih strategijah, izrednih razmerah, če koronavirus ponovno izbruhne, ter vzpostavitvi zaupanja državljanov v nekatere, za večino takrat nerazumne odločitve državnih organov.

Title:Impact of the covid-19 epidemic on administrative law in Slovenia
Abstract:
The covid-19 epidemic had a significant impact on the adoption of administrative regulations in Slovenia, as it affected the work of state bodies and public administration bodies. Overall, the covid-19 epidemic in both Slovenia and Austria had a significant impact on the adoption of administrative regulations, as it required extraordinary measures to control the spread of the disease and mitigate its consequences. The purpose of the master's work is to present the new administrative regulations adopted during the outbreak of the covid-19 epidemic, why it is precisely the epidemic that influenced the creation of these regulations, both in Slovenia and elsewhere in the world, which were adopted in conjunction with various regulations that addressed. intervention measures. The work provides certain guidelines on how competent authorities can avoid attacks in the future, e.g. unconstitutional situations. The analysis of the literature in the conducted research showed that the measures taken in this way had a favorable effect on the operation both in Slovenia and Austria, and that the temporary administrative regulations set in this way had a favorable effect on reducing the number of pluses, better hygiene, greater awareness of the importance of public health, and had both positive effects on the economy and the promotion of digital transformation. The master's thesis is based on the study of normative changes at the administrative-legal level. An analysis was made of the newly adopted laws and administrative acts adopted for their enforcement, as well as the set levels adopted by the state authorities. The work invites reflection on possible new strategies, emergency situations if the coronavirus breaks out again, and the establishment of citizens' trust in some, for most at the time, unreasonable decisions of state authorities.
