Analiza digitalnih kompetenc zaposlenih v slovenski javni upravi : diplomsko delo

Abstract
V digitalni dobi se vedno bolj poudarja pomembnost izboljšanja digitalnih kompetenc za uspešno digitalno preobrazbo družbe, gospodarstva, posameznikov in javne uprave. Z diplomskim delom smo želeli preučiti in ovrednotiti ravni digitalnih kompetenc med zaposlenimi v slovenski javni upravi, saj gre za zelo pomembno in še neraziskano področje. To smo dosegli s kombinacijo kvalitativne in kvantitativne metode raziskovanja. Analizirali smo obstoječo literaturo in vire ter na vzorcu zaposlenih v javni upravi izvedli intervjuje in anketno raziskavo, ki je bila zgrajena po evropskem okviru DigComp. Ugotovili smo, da zaposleni v slovenski javni upravi v povprečju dosegajo digitalne kompetence na srednji ravni, vendar so med njihovimi odgovori opazna odstopanja. Pri vsaki kompetenci obstajajo zaposleni, ki menijo, da kompetence ne dosegajo niti na osnovni ravni, pa tudi zaposleni, ki menijo, da je njihovo znanje na najvišji ravni. Med drugim smo izvedeli, da zaposlenim primanjkuje možnosti za udeležbo na digitalnih izobraževanjih. Zato smo predlagali vzpostavitev celovitega programa usposabljanj, ki bi zajemal različna področja digitalnih kompetenc, spodbujanje kulture učenja in inovativnosti ter zagotavljanje podpore in mentorstva za zaposlene pri njihovem razvoju digitalnih kompetenc. Ugotovitve raziskave lahko koristijo več akterjem (vladi, vodstvu, izobraževalnim inštitucijam idr.) kot smernice za načrtovanje strategij in ukrepov za izboljšanje digitalnih kompetenc zaposlenih, pri določanju prioritet za razvoj programov usposabljanj ter pri usmerjanju virov in naporov v tiste kompetence, ki imajo največji vpliv na digitalno preobrazbo. Priporočamo nadaljnje raziskave, ki bi se osredotočile na analizo specifičnih področij digitalnih kompetenc in sistematično preverjanje napredka.

Title:The analysis of digital competences in Slovenian public administration employees
Abstract:
In the digital age, the importance of improving digital competences for the successful digital transformation of society, the economy, individuals, and public administration is increasingly emphasized. With this thesis, we aimed to examine and evaluate the levels of digital competences among employees in the Slovenian public administration, as it is a crucial and yet under-researched area. We achieved this through a combination of qualitative and quantitative research methods. We analyzed existing literature and sources, conducted interviews and a survey with a sample of employees in public administration, structured according to the European DigComp framework. We found that employees in the Slovenian public administration, on average, possess digital competences at an intermediate level, but there are noticeable variations in their responses. For each competence there are employees who believe they do not possess even basic-level skills, as well as those who consider their knowledge to be at an advanced level. Among other findings, we discovered that employees lack opportunities to participate in digital education. Therefore, we proposed the establishment of a comprehensive training program covering various areas of digital competences, promoting a culture of learning and innovation, and providing support and mentorship to employees in their digital skills development. The research findings can be beneficial to various stakeholders (government, leadership, educational institutions, etc.) as guidelines for planning strategies and measures to improve employees' digital competences, setting priorities for training program development, and directing resources and efforts towards competences with the most significant impact on digital transformation. We recommend further research that focuses on analyzing specific areas of digital competences and systematically tracking progress.
