Abstract
Mestna občina Ljubljana ima sedemnajst ožjih delov – četrtnih skupnosti, ki se razlikujejo med seboj po velikosti, geografiji in številu prebivalcev. Namen tega dela je ugotoviti, ali vse četrtne skupnosti kljub njihovim razlikam delujejo na enak način, porabljajo sredstva za enake programe in ali prihaja do večjih razlik med njimi. Pri izdelavi tega dela je bila uporabljena metoda analize podatkov. S to metodo je bila preverjena poraba sredstev posameznih četrtnih skupnosti ter poraba sredstev za opravljanje nalog, ki jim jih je prenesla občina. Ugotovljeno je bilo, da četrtne skupnosti s porabo sredstev zadostujejo predpisom Mestne občine Ljubljana in da opravljajo svoje poslanstvo ter naloge. Ugotovljeno je bilo tudi, da četrtne skupnosti porabljajo sredstva po svoji lastni presoji, saj prihaja med njimi do večjih odstopanj, ko porabo razdelimo na segmente. Diplomsko delo predstavlja prispevek k preučevanju lokalne samouprave in preučevanju ožjih delov občin. Iz rezultatov tega dela razberemo, da imajo znotraj mestne občine Ljubljana njeni ožji deli veliko stopnjo avtonomije, kar se tiče porabe sredstev znotraj predpisanih okvirjev. Iz rezultatov razberemo tudi, da se deli MOL resnično razlikujejo med seboj, ne samo po velikosti in številu prebivalcev, ampak tudi po potrebah in po izvajanju programov posameznih ožjih delov.

Title:Local governance on the example of comparing reports of realization of implementation plans of Ljubljana's district communities
Abstract:
The municipality of Ljubljana has 17 districts - neighbourhood communities, which differ from each other in terms of size, geography and number of inhabitants. The purpose of this thesis is to determine whether all neighbourhood communities, despite their differences, operate in the same way, spend funds on the same programs, or whether there are major differences between them. The method of data analysis was used in the preparation of this thesis. This method was used to check the use of funds by the district communities and whether they are using these funds to perform the tasks assigned to them by the municipality. It was established that the district communities with the use of funds meet the regulations of the City of Ljubljana and that they fulfil their mission and tasks. It was also established that neighbourhood communities spend funds at their own discretion, as there are greater discrepancies between them when spending is divided into segments. The thesis represents a contribution to the study of local self-government and the study of narrower parts of municipalities. From the results of this thesis, we understand that within the city municipality of Ljubljana, its narrower parts have a high degree of autonomy, as far as the use of funds is concerned within the prescribed frameworks. From the results, we can also see that the parts of the city of Ljubljana really differ from each other, not only in terms of size and number of inhabitants, but also in terms of the needs and implementation of the programs of individual narrower parts.
