Abstract
Cestni promet predstavlja promet pešcev, vozil in drugih udeležencev v prometu in je izrednega pomena za splošno mobilnost prebivalstva, učinkovitost gospodarstva in ne nazadnje za splošno blaginjo. Cestni promet poleg pešcev vključuje več transportnih sredstev, in sicer od električnega skiroja do 40-tonskega priklopnika, vsi pa imajo skupni imenovalec – cesto, ki jo lahko uporabljajo pod pogoji, določenimi s prometno ureditvijo oziroma z zakonodajo in drugimi predpisi. Udeleženci v cestnem prometu so medsebojno različni. Poleg tega, da so v drugačnih vlogah udeleženca (pešec, kolesar, voznik motornega vozila), imajo tudi drugačna prepričanja, navade, izkušnje, psihološka in fiziološka stanja itd., zato je pomembno, da je cestna infrastruktura grajena univerzalno, razumljivo in varno. Določena tveganja na cestni infrastrukturi predstavljajo tudi nivojska križanja, ki s svojo ureditvijo uokvirjajo polja s konfliktnimi točkami. Znotraj teh polj so omogočeni združevanje, cepljenje, prepletanje in križanje tako motoriziranega kot tudi nemotoriziranega prometa. Magistrsko delo se torej z upoštevanjem razumevanja človeških dejavnikov v prometu osredotoča na učinkovito zagotavljanje prometne varnosti na nivojskih križiščih s poudarkom na nizkocenovni izvedbi ukrepov in naprav za umirjanje prometa s prednostjo, da se tovrstni ukrepi praviloma izvedejo v obstoječih gabaritih ceste brez oziroma z minimalnimi gradbenimi posegi. Proti koncu dela je predstavljen tudi praktični primer, ki zajema vrsto tehničnih rešitev, katerih cilj je izboljšanje prometne varnosti vseh udeležencev v prometu.

Title:IMPROVING TRAFFIC SAFETY AT INTERSECTIONS WITH AN EMPHASIS ON LOW-COST TRAFFIC CALMING MEASURES
Abstract:
Road traffic accounts for the total traffic of pedestrians, vehicles, and other road users and is extremely important for the general mobility of the population, the efficiency of the economy, and, last but not least, general well-being. In addition to pedestrians, road traffic includes several means of transport, from electric scooters to 40-ton trailers, but these all have a common denominator - the road, which can be used under the conditions set by the traffic regulation or other forms of legislation and regulations. Participants in road traffic are distinctly different from each other. In addition to having different roles as participants (pedestrians, cyclists, motor vehicle drivers, etc.), they also have different beliefs, habits, experiences, psychological and physiological states, and so on. Thus, it is important that the road infrastructure is built universally, comprehensibly, and safely. Certain risks on the road infrastructure are also represented by level crossings, which frame the fields of conflict points with their arrangement. In these fields, motorized and non-motorized traffic can be combined, split, intertwined, and crossed. When considering the human factors in traffic, this master's thesis focuses on the effective provision of traffic safety at level crossings with an emphasis on the low-cost implementation of traffic calming measures and devices. This provides the advantage that such measures are generally carried out in existing road dimensions with or without minimal construction interventions. Toward the end of the master thesis, a practical example that includes a series of technical solutions aimed at improving the traffic safety of all road users is also presented.
