Abstract
Vprašanje ali so grafiti umetnost ali vandalizem ima različno interpretacijo odgovorov, ki so odvisni od določenih parametrov, ki sem jih raziskala v magistrski nalogi. Danes se ob sprehodu po mestu skoraj ni mogoče izogniti kakšnemu grafitu, ki pozitivno ali negativno vpliva na dojemanje prostora. Naselje Rakova Jelša velja za eno izmed nerazvitih naselji v Ljubljani, kar je posledica tega, da je Mestna občina Ljubljana v preteklosti premalo ali nič vlagala v njegov napredek tega dela mesta in ga prepuščala samostojnemu razvoju. Nerazvitost je povzročila povečano nevarnost kriminala, primankljaj urejenih javnih površin, parkov, centralnih dejavnosti ter s tem še povečala možnost kriminalnih dejanj. Tako naselje predstavlja lahko tarčo vandaliziranja in širjenja ilegalnih grafitov. Po izvedeni raziskavi (anketi in terenskemu ogledu) sem raziskala na katerih območjih se nahajajo grafiti in ugotovila, da je grafiterstvo problem ne samo raziskovanega naselja, temveč tudi ostalih delov Ljubljane. V magistrski nalogi posebno pozornost posvečam predvsem k enemu izmed protivandalskih ukrepov, in sicer ustvarjanju prostorov za grafitiranje, tj. skušam podpirati ulično umetnost ter s tem varovati sosesko pred degradacijo in vandalizmom, ki sta medsebojno tesno povezani. V novi soseski bodo poleg območja za grafitiranje urejena območja centralnih mešanih dejavnosti v izmeri 20.298 m2 in 185 stanovanjskih enot.

Title:
Street art spaces - a new opportunity for establishing safe neighborhood in Rakova Jelša
Abstract:
The answer to the question of whether graffiti is art or vandalism depends on certain parameters that will be investigated in the master’s thesis. Nowadays, it is nearly impossible to walk around the city without encountering graffiti that affects the perception of space, either positively or negatively. Rakova Jelša is considered one of Ljubljana’s underdeveloped settlements as a result of years of neglect by the City of Ljubljana and abandonment to independent development. Underdevelopment has also resulted in the threat of crime and a lack of well-organized public areas, parks, and central activities. As a result, the area is prone to vandalism and the spread of illegal graffiti. After conducting research, a survey, and a field trip, I discovered where graffiti can be found, indicating that the neighborhood is experiencing the same issue as other parts of Ljubljana. In my master’s thesis, I focus on one of the anti-vandal measures: the creation of graffiti spaces, i.e. I try to support street art and thus protect the neighborhood from degradation and vandalism, which are inextricably linked. In addition to the graffiti area, the new neighborhood will include central mixed activity areas measuring 20,298 m2 and 185 residential units.
