Abstract
Tako na evropski kot na svetovni ravni lahko opazimo vedno večje zanimanje za dediščino in posledično vedno večje vključevanje le-te v prostorsko-razvojne programe ter razvoj metodologij in tehnik celotnega ohranjanja in vrednotenja dediščine. V magistrskem delu smo se osredotočili na obravnavo dediščine v postopkih celovite presoje vplivov na okolje, ki je ustaljen postopek pri ocenjevanju vplivov različnih razvojnih projektov na okolje. Magistrsko delo v ospredje postavlja uporabo nove metodologije presoje vplivov na svetovno dediščino, ki jo je razvil UNESCO v sodelovanju z orgnizacijami ICCROM, ICOMOS in UICN. Preizkušamo pa predvsem njeno uporabnost in prilagodljivost za presojo vplivov na dediščino nižjih varstvenih kategorij. Kot praktični primer smo izbrali južni rob mesta Maribor in državni prostorski načrt, ki v ta prostor umešča obvozno cesto. Mestni rob je prostor stičišča urbanih površin, gozdnega roba in kmetijskih ter travniških površin. Pomembno točko z vidika dediščine predstavlja dvorec Betnava, ki je skupaj s posestvom ter arheološkim najdiščem varovan kot spomenik državnega pomena. Državni prostorski načrt ob spomeniku državnega pomena seka tudi območje ob vznožju Pohorja, kjer se v prostoru prepletajo arheološke, zgodovinske in naravne vrednote. Metodologija kaže dobre možnosti za oceno vplivov tudi za dediščino nižjih varstvenih kategorij, kar je vzpodbudno za njeno širšo uporabo.

Title:Heritage impact assessment in spatial planning process - example of south city edge of Maribor : master thesis no.: 43/II. PN
Abstract:
Cultural heritage is getting more attention over the years, from national governments and institutions to European and international organizations. In the master's thesis, we focused on the inclusion of cultural heritage in environmental impact assessment, which is an established procedure for assessing the impacts of various development projects on the environment. The master's thesis focuses on the use of the new methodology for assessing impacts on world heritage, developed by UNESCO in cooperation with the organizations ICCROM, ICOMOS and UICN. We are testing its usefulness and adaptability for assessing impacts on the heritage of local and national importance. As a practical example, we chose the southern edge of Maribor and the national Spatial Plan, which places a bypass road in this area. The city edge is the place where urban areas meet, agricultural landscape, Pohorje and industrial zone. An important cultural heritage site is the Betnava manor, which, together with the estate and the archaeological site, is protected as a monument of national importance. The Spatial Plan also intersects the area at the foot of the Pohorje, where archaeological, historical and natural values are intertwined. The methodology shows good possibilities for the new methodology for impact assessment on world heritage developed by UNESCO for heritage of local and national importace, which is encouraging for its wider use.
