Izvedba svetovalne dejavnosti za zasebne lastnike gozdov na Zavodu za gozdove Slovenije

Abstract
Svetovalno dejavnost za zasebne lastnike gozdov v Sloveniji izvaja Zavod za gozdove Slovenije (ZGS). V obdobju med leti 2010 do 2020 je ZGS za svetovanje porabil 879.251 neto delovnih ur, od tega 79,9 % za individualno svetovanje lastnikom gozdov. V diplomski nalogi smo anketirali revirne gozdarje in vodje krajevnih enot (n = 225) ZGS v vseh območnih enotah. Med anketiranimi, ki izvajajo svetovalno dejavnost na ZGS je 88,0 % moških, v povprečju so stari 47 let in največ jih ima končano višjo strokovno izobrazbo (36,9 %). Anketiranci so izrazili, da jim je najljubše individualno svetovanje, saj je bolj učinkovito in se bolj prilagaja potrebam ter željam zasebnih lastnikov gozdov. Anketiranci najpogosteje svetujejo zasebnim lastnikom gozdov o izbiri drevja za posek, o ureditvi sečišča, o gojitvenih in varstvenih delih ter o gradnji gozdnih prometnic in varnem izvajanju sečnje. Komunikacija z zasebnimi lastniki gozdov poteka najpogosteje preko telefona oziroma se z njimi srečajo v živo (najpogosteje pri odkazilu drevja za posek). Revirni gozdarji in vodje krajevnih enot večinoma redko kontaktirajo zasebne lastnike gozdov preko družbenih omrežji, javnih medijev, e-pošte ali pošte. Zasebni lastniki gozdov jih najpogosteje kontaktirajo, ko želijo izvajati gozdnogospodarska dela v svojem gozdu (izdaja odločb) oziroma ko potrebujejo informacije o odkupovalcih lesa in o registriranih izvajalcih gozdnogospodarskih del. Izkušnje s svetovanjem dobijo revirni gozdarji in vodje krajevnih enot najpogosteje kar sami v praksi, zato so izkazali tudi potrebo po dodatnem izobraževanju za svetovalno dejavnost. Ker je področji, kjer revirni gozdarji in vodje krajevnih enot opažajo primanjkljaj znanja, kar veliko, je potrebno, da ZGS usmerja izobraževanje svojih zaposlenih na področjih, kjer jim primanjkuje znanja.

Title:Implementation of extension services for private forest owners in the Slovenia Forest Service
Abstract:
Extension service for private forest owners in Slovenia is provided by the Slovenian Forest Service (SFS). In the period between 2010 and 2020, the ZGS spent 879,251 net man-hours on the extension service, of which 79.9% was spent on individual advice to forest owners. As part of the thesis, we surveyed foresters (n = 225) of the SFS in all regional units. 88.0% of respondents providing extension services in the SFS are men, their average age is 47 years, and most of them have completed higher professional education (36.9%). Respondents indicated that they prefer individualized advice because it is more effective and better responds to the needs and desires of private forest owners. Respondents most often advise private forest owners on tree selection for harvesting, clearing design, silviculture and protection work, and construction of forest roads and safe logging operations. They usually communicate with private forest owners by phone or meet with them in person, but they never contact them via social media, public media, email, or mail. They are most often contacted by private forest owners who want to conduct forest management works in their forest (issuing a decision) or need information about timber buyers and registered forest management work operators. Foresters most often gain extension experience themselves in practice, which is why they indicated a need for additional training in extension activities. Because there are many areas in which foresters identify a lack of knowledge, it is necessary for the SFS to target the training of its staff to the area in which they lack knowledge.
