Abstract
Diplomska naloga v prvi vrsti obravnava, proučuje in raziskuje možnosti aktivnega upravljanja hitrosti na ljubljanski obvoznici in njenih vpadnicah. Te so z naraščanjem prometa kot posledico ekonomskega razvoja države v času od njene izgradnje do danes ohranile le še svoj osnovno namembnost, torej koherentno povezavo med predmestji in prestolnico države. Ker izgradnja novega ljubljanskega obroča ali njegova temeljita nadgradnja nista ne mogoči ne smotrni, je potrebno rešitve poiskati predvsem v aktivnem upravljanju prometa na obstoječi cestni infrastrukturi ter vključevanju ostalih prevoznih možnosti, ki bi voznike ob spremenjeni družbeni stvarnosti varno, varčno in hitro pripeljale iz obrobja mesta v njegovo središče. Infrastrukturne rešitve, predlagane v pričujoči diplomski nalogi, temu upravljanju služijo kot kontingentni faktor, ki razbremeni odvisnost nadzora prometa od le enega mehanizma upravljanja, njegove prevelike zapletenosti ali motenj v delovanju sistema. Rešitve v diplomski nalogi so osnovane na stvarnih dopolnitvah ali prilagoditvah ob že obstoječi infrastrukturi in vključujejo ekonomsko vzdržne kalkulacije, ki zagotavljajo pretočnost prometa brez večletnih gradbenih zastojev v že obstoječem modelu. Diplomska naloga podrobno predstavlja delovanje celotnega sistema nadzora, izpostavlja njegove ključne faktorje ter predstavi sistem obveščanja javnosti o prometnem stanju. V zaključku se na kratko dotakne tudi političnih, družbenih ter stvarnih vprašanj, ki se lahko porajajo ob nakazanih rešitvah aktivnega upravljanja prometa.

Title:SPEED MANAGEMENT ON THE LJUBLJANA RING ROADA AND ACCESS ROADS
Abstract:
The thesis primarily focuses on possibilities of how to increase Active speed management on Ljubljana bypass and its radial roads due to the increase in traffic as a direct result of economic and political development of the country in the period from its construction to today. Since the construction of the new Ljubljana bypass or its fundamental restructuring is neither possible nor expedient, the tendency is to find solutions within the existing infrastructure and the inclusion of other transport options that would bring the driver efficiently and safely from the outskirts of the city to its centre. The infrastructural solutions proposed in the thesis predominantly serve as a contingent factor that would reduce the dependence of traffic management from only one mechanism, or from its excessive complexity and disruption. Thesis proposals are based on practical solutions and additions to the existing infrastructure and include economically sustainable calculations that will ensure the flow of traffic in the existing model without additional traffic congestions. The diploma thesis also details the operation of the entire speed management control system, highlighting its key factors, and sketches the traffic monitoring and notification system on highways. At the very end, it also briefly depicts political, social, and factual issues that may arise in connection with the indicated solutions in the thesis.
