ANALIZA IN KLASIFIKACIJA ČLOVEŠKIH DEJAVNIKOV V POMORSKIH NESREČAH

Abstract
Kljub vse strožjim ukrepom glede varnosti v pomorstvu še vedno prihaja do številnih nesreč. Vzrok za marsikatero nesrečo so človeški dejavniki, ki pa so bili v preteklosti pogosto zanemarjeni, saj se je razvoj tehnologije bolj osredotočal na odpravo tehničnih napak, človeški dejavniki pa so ostali v ozadju in dokaj neraziskani, čeprav jih je možno proučevati, kategorizirati in analizirati na različne načine. Sistem, ki se je zagotovo dokazal za precej učinkovitega, je sistem analize in klasifikacije človeških dejavnikov (Human Factor Analysis and Classification System - HFACS). Učinkovit sistem proučevanja napak omogoča odpravo le-teh v prihodnosti in lahko zmanjša število nesreč. Sistem HFACS je bil razvit iz Reasonovega modela človeške napake, in sicer za potrebe proučevanja vojaških letalskih nesreč, danes pa je implementiran v različna področja, med njimi tudi v pomorstvo. Predstavlja prilagodljiv okvir, ki človeške dejavnike razvršča po plasteh: od skritih pogojev do predpogojev za nevarna dejanja in, v končni fazi, do samih nevarnih dejanj, ki so se končala z nesrečo. Mogoče ga je izvesti za eno nesrečo ali za skupino nesreč in ga kombinirati z drugimi sistemi, kar omogoča pridobivanje uporabnega znanja, na podlagi katerega se lahko uvedejo ukrepi za izboljšanje varnosti.

Title:ANALYSIS AND CLASSIFICATION OF HUMAN FACTORS IN MARITIME ACCIDENTS
Abstract:
Despite increasingly stringent maritime safety measures, many accidents still occur. Many accidents are caused by human factors, which have often been neglected in the past, as the development of technology has focused more on correcting technical errors, and human factors have remained in the background and relatively unexplored. Human factors can be studied, categorized and analysed in different ways. The system that has certainly proven to be quite effective is the Human Factor Analysis and Classification System. An effective fault study system allows these to be rectified in the future and can reduce the number of accidents. The HFACS system was developed from Reason's model of human error for the study of military aviation accidents, and today it is implemented in various fields, including maritime. It provides a flexible framework that sorts human factors into layers from hidden conditions to preconditions for dangerous acts and ultimately to the dangerous acts themselves that led to the accident. It can be carried out for one accident or for a group of accidents and combined with other systems, which allows the acquisition of useful knowledge based on which measures can be introduced to improve safety.
