TEHNIKA IN PREVOZ GASILSKO REŠEVALNE OPREME PRI POSREDOVANJU GASILSKIH ENOT

V Sloveniji se skoraj vsak dan zgodi dogodek, na katerega se mora odzvati gasilska enota. Velikost oziroma razsežnost posameznega dogodka gasilskim enotam narekuje uporabo najrazličnejše gasilsko reševalne opreme, s katero je potrebno reševati ljudi, živali in premoženje. To gasilsko reševalno opremo je potrebno pripeljati oziroma prenesti čim bližje samemu dogodku zato je način logistične oskrbe pomemben pri učinkovitem posredovanju gasilskih enot. V prvem delu je predstavljen statistični pregled dogodkov za obdobje zadnjih desetih let, kjer je mogoče razbrati, da se bo število intervencij gasilskih enot vsako leto povečevalo. Predstavil sem logistične vozičke, njihove značilnosti in izvedbe. Dotaknil sem se tudi transporta vozičkov na intervencije, opredelil vrste gasilskih vozil ter načine nakladanja in razkladanja, s katerimi je logistične vozičke mogoče uporabiti na različnih lokacijah. Opredelil sem tudi upravičenost uporabe s praktičnim preizkusom prenosa in prevoza gasilsko reševalne opreme ter upravičenost nabave logističnih vozičkov. V drugem delu sem kot primer opisal železniško nesrečo z iztekanjem nevarne snovi v predoru in analizo uporabe namenskih logističnih vozičkov s primerjavo prenosa opreme in uporabe logističnega vozička. Vse ugotovitve iz prakse ter novitete, ki bodo v slovenskem gasilskem prostoru najverjetneje zaživele v nekaj letih, sem predstavil ter predlagal izboljšave pri uporabi logističnih vozičkov. Posredovanje gasilskih enot na železniški infrastrukturi je s stališča dostopanja do nesreče oteženo, prav tako je potrebno gasilsko reševalno opremo prenesti oziroma prepeljati do mesta nastanka nesreče oziroma požara. V sklopu izgradnje drugega tira železniške proge Divača–Koper sem se dotaknil vozil in opreme, ki je primerna za posredovanje na železniški infrastrukturi. Z magistrskim delom sem ugotovil, da logistika pomembno prispevata k uspešnosti delovanja gasilske službe. Področje razporeditvene logistike postaja vse pomembnejše, predvsem glede pokrivanja lokacij območij intervencij, ki se vse pogosteje pojavljajo kot posledica podnebnih sprememb, opremo pa je potrebno uporabiti na različnih lokacijah. Vsekakor je uporaba logističnih vozičkov dobrodošla v vsaki gasilski enoti, ta pa jih uporabi z opremo, ki je stalno prisotna na logističnem vozičku, ali pa voziček opremi glede na potrebe intervencije.

• Title: TECHNOLOGY AND TRANSPORT OF FIREFIGHTING AND RESCUE EQUIPMENT IN THE INTERVENTION OF FIREFIGHTING UNITS

Abstract

In Slovenia there are daily incidents that require a firefighter intervention. The size and seriousness of the accident dictates the use of different firefighting and rescue equipment, in order save persons, animals and prevent excessive material damage. Said rescue equipment has to be delivered as close to the accident as possible in a timely manner, therefore logistics are a key component of a successful intervention in the firefighter business. In the first part of the document there is a statistical representation of cases dating the last ten years. From that it is clear that the number of interventions is rising on a yearly basis. I described different types of logistic trolleys, their use and the transport of said trolleys to the location of interventions, loading and unloading methods and different fire engines for their transportation. I determined the functionality with a practical test with patient transport as well equipment transport and therefore determined the eligibility for purchase. In the second part I took as example a railway accident with hazardous material spill inside of a railway tunnel. I analysed the use of transport trolleys and compared it against hand carry in a real life situation. I presented all the findings and innovations that will most likely arise in the Slovenian territory in the next few years and suggested improvements in the use of transport trolleys. Firefighter interventions on railway infrastructure often present a problem in terms of access. Swift transportation of equipment to the site is essential. As part of the construction of the second track of the railway Divača – Koper I briefly through the vehicles and equipment that are suitable for interventions on the railway infrastructure. With my master's thesis, I found that logistics make an important contribution to the success of fire service operations. The field of distribution in logistics is becoming increasingly important, especially in terms of covering the locations of intervention areas that are increasingly emerging as a result of climate change changes, and the equipment needs to be used in different locations. Definitely, the use logistic trolleys is welcome in any fire department, that can use them as fully pre-equipped trolleys, or equip the trolley in situ according to the needs of the intervention.
