The relevance of transnational policy networks : some examples from the European Commission and the Bretton Woods institutions

Abstract
Transnational policy networks are an attractive subject for both Development Studies and International Relations if we are interested in the consequences of globalisation on public policy-making. Both within North-South relations and within European Union politics these networks have recently been identified as a typical outcome of current transformations, thereby challenging the dominant state-centric perspective of international politics. This article focuses on the confrontation between approaches that propose these networks as a new governance instrument and a more critical and analytical perspective. Departing from a theoretical model which analyses transnational policy networks as inter-organisational resource exchanges, the illustrations focus on international secretariats such as the World Bank, the International Monetary Fund and the European Commission since these organisations play a core role within most transnational policy networks. The article argues that these networks are only relevant in very specific empirical conditions. Thus, their use as a new governance arrangement will be limited.

Title:Relevantnost transnacionalnih omrežij politik
Abstract:
Transnacionalna omrežja politik so z vidika tega, kako globalizacija vpliva na oblikovanje javnih politik, privlačen predmet tako za razvojne študije kot za mednarodne odnose. V odnosih Sever - Jug in znotraj politike Evropske unije je omrežja politik mogoče razpoznati kot tipičen rezultat trenutnih preoblikovanj, kar predstavlja izziv prevladujoči državocentrični perspektivi v mednarodni politiki. Članek se osredotoča na primerjavo pristopov, ki obravnavajo omrežja kot nov pristop k upravljanju, in med tistimi, ki uvajajo bolj kritično in analitično perspektivo. Oddaljujoč se od teoretičnega modela, ki analizira omrežja politik kot izmenjavo virov med organizacijami, se članek osredotoča na mednarodne sekretariate, kot so Svetovna banka, Mednarodni denarni sklad in Evropska komisija, kot sekretariate organizacij, ki igrajo ključno vlogo znotraj večine transnacionalnih omrežij politik. Članek zagovarja, da so omrežja politik relevantna le v zelo specifičnih empiričnih razmerah. Iz tega sledi, da bo njihova uporabnost v smislu novega mehanizma upravljanja omejena.
