Innovation policy in the Cyech republic : from laissey faire to state activism

This article seeks to describe the influence of the existing industrial structure on regulatory efforts and provisions to shape public policy regarding science and technology (S&T). Two transition events have been crucial for the formulation of the present innovation policy: the transition from specific regulatory and self-regulatory practices (and available resources) to quasi-capitalist regulatory and self-regulatory practices that appeared out of the radical economic reform in the first half of the 1990s; and the transition to a standard (modern) regulatory framework based on the mobilisation of economic (capitalist), political and industrial resources and a combination of regulatory practices in the market, democratic policy and theexpert-based activities of executive bodies. The article discusses a conceptual framework for analysing innovation activities in a post-socialist environment and the specific situation in the Czech Republic, and analyses thecurrent situation of innovation policy in the Czech Republic. The author then identifies key factors of restructuring of the domestic S&T resources, and assesses their impact on the formation of the national innovation system. The concluding part outlines, among others, issues of current innovation policy with regard to challenges and constraints in its transition to its modern forms, and regulatory practices, which are common to member-states of the European Union.

Abstract

Namen članka je opisati vpliv obstoječe industrijske strukture na prizadevanja in ukrepe pri regulativnem urejanju oz. oblikovanju politike znanosti in tehnologije (Z & 1). Avtor domneva, da je bilo za sedanjo inovacijsko politiko ključno dvoje tranzicijskih dogajanj. Na eni stran gre za prehod od obstoječih posebnih regulativnih ter samoregulativnih praks (in razpoložljivih virov) h kvazi-kapitalističnim regulativnim in samoregulativnim praksam, ki so bile posledica radikalnih gospodarskih reform v prvi polovici oo-th. Na drugi strani pa gre za prehod k standarnemu (modernemu) regulativnemu okviru, ki temelji na mobilizaciji gospodarskih (kapitalističnih), političnih in industrijskih virov, ter kombinaciji regulativnih eraks trga, demokratičnih politik in strokovno podprtih dejavnosti izvršne oblasti. Clanek tako najprej obravnava pojmovni okvir za analizo inovacijskih dejavnosti v postsocialističnem okolju ter za analizo specifične situacije na Češkem. Sledi analiza sedanjega stanja inovacijske politike v tej državi. Nato avtor identificira ter analizira ključne dejavnike preoblikovanja domačih Z & Tvirov ter ocenjuje njihov vpliv na oblikovanje nacionalnega inovacijskega sistema. V zaključku med drugim povzema probleme inovacijske politike glede na izzive in omejitve v prehodu na sodobne oblike ter regulacijske prakse, ki so skupne državam članicam Evropske unije.
