Abstract
Neformalno izobraževanje in usposabljanje je v Sloveniji še razmeroma nepoznano ljudem. Eden od razlogov je, da obstaja veliko opredelitev, kaj dejansko predstavlja neformalno izobraževanje in usposabljanje. Poleg tega, je razlog tudi, da se ti programi izvajajo izključno preko Zavoda za zaposlovanje Republike Slovenije (ZRSZ) in zato niso predstavljeni vsem brezposelnim, kljub temu, da ZRSZ želi vsem brezposelnim osebam omogočiti, da bi se odločile za te programe in si tako lažje pridobile zaposlitev. Glavni namen diplomskega dela je analizirati učinkovitost in uspešnost izvajanja programov neformalnega izobraževanja in usposabljanja, predvsem na primeru Območne službe Sevnica. Analiza učinkovitosti in uspešnosti izvajanja tovrstnih programov je v diplomskem delu pokazala, da je kljub nepoznavanju tovrstnih programov med ljudmi njihovo izvajanje uspešno in učinkovito. To izvira predvsem iz dejstva, da se na Območni službi Sevnica trudijo te programe čim bolj osebno predstaviti vsakemu brezposelnemu in jih motivirati za udeležbo. Saj čim večje sodelovanje brezposelnih in njihova uspešna zaključitev teh programov vodita do učinkovitosti in uspešnosti izvajanja le teh. Rezultati analize so pokazali, da razmeroma visok delež udeležencev po uspešnem zaključku programov uspe pridobiti tudi zaposlitev, kar je pokazatelj uspešnosti. Iz ugotovitev diplomskega dela izhaja tudi, da je izvajanje programov neformalnega izobraževanja in usposabljanja v večini (80 %) financirano s strani Evropskega socialnega sklada in le 20 % s strani države, zato je še toliko bolj pomembno, da se izvedba programov izkoristi in da jih ZRSZ predstavi čim večjemu številu brezposelnim, saj se bo le preko pridobljenega novega, dodatnega znanja, sposobnosti in kompetenc brezposelnost lahko zmanjševala.

Title:Assessment of efficiency and effectiveness of informal education in the selected local Labour Office
Abstract:
Informal education and training are still relatively unknown in Slovenia. One reason is that there are many definitions of what informal education and training actually mean. Moreover, another reason is that only the Employment Service of Slovenia (ESS) carries out these programs and therefore not all unemployed persons are familiar with them. Nevertheless, the ESS wishes to make it possible for all unemployed persons to take part in these programs and thus find employment more easily. The main purpose of the diploma thesis is to analyze the efficiency and effectiveness of the implementation of informal education and training programs, specifically in the case of the Sevnica Regional Office. The analysis of the efficiency and effectiveness of the implementation of such programs has shown that, despite the programs being relatively unknown, their implementation remained effective and efficient. This is mostly due to the fact that the Sevnica Regional Office is endeavoring to personally present these programs to each unemployed person and motivate them to participate. After all, maximum participation from the unemployed and their successful completion of these programs will lead to their efficient and effective implementation. The analysis results have shown that a relatively high share of participants is able to find employment after successfully completing the programs, which is an indicator of success. The thesis’ findings also show that the implementation of informal education and training programs is mostly (80%) funded by the European Social Fund and only 20% by the state. That is why it is even more important that these programs are implemented and that the ESS introduces them to as many unemployed persons as possible, as only through acquiring new, additional knowledge, skills and competencies unemployment can start to decrease.
