KONCEPT PRIZNAVANJA OPRAVLJENE POMORSKE SLUŽBE IN POTRDIL O USPOSOBLJENOSTI POSADKAM LADIJ SLOVENSKE VOJSKE V SKLADU S KONVENCIJO STCW

Magistrsko delo prikazuje pravno ureditev priznavanja pooblastil o nazivu pomorščakom pri nas in analizira zahteve za priznavanje plovbne dobe ter potrdil o usposobljenosti mornariškemu osebju vojaških ladij skladno z mednarodno konvencijo STCW. Predstavljeni so programi izobraževanja in usposabljanja mornariških častnikov tujih mornaric do nivoja usposobljenosti za opravljanje nalog in dolžnosti častnika v straži skupaj z normativno ureditvijo in sklenjenimi sporazumi posameznih držav. Na podlagi primerjave zahtev STCW s sistemom izobraževanja in usposabljanja v Slovenski vojski smo ugotovili razlike ter tako prikazali podlago za priznavanje pooblastil o nazivu. Na koncu je predstavljen celoten koncept, s katerim bi ob spremembi zakonodaje pri nas lahko sledili zgledu drugih držav ter tako izenačili vojaški mornariški poklic s civilnim.

• Title: THE CONCEPT OF RECOGNITION OF SEAGOING SERVICE AND CERTIFICATES TO CREW MEMBERS OF SLOVENIAN WARSHIP IN ACCORDANCE WITH STCW CONVENTION

Abstract

The master's thesis presents the legal regulation regarding the recognition of seafarers' titles in Slovenia and analyzes the requirements for the recognition of seagoing service and certificates of competency for naval personnel of warships in accordance with the international convention STCW. Education and training programs of naval officers of foreign navies are presented, up to the level of qualification for performing the duties and duties of a guard officer, together with the normative regulation and agreements of individual countries. Based on the comparison of STCW requirements with the education and training system in the Slovenian Armed Forces, we identified differences, thus providing a basis for the recognition of title authorizations. At the end, the whole concept is presented, with which, with the changes in legislation in our country, we could follow the example of other countries and thus equate the naval profession to civilian.
