The thesis discusses types of security sector oversight, focusing on methods and forms of Police and Slovenian armed forces oversight. It presents ombuds institutions, different models of them, especially ombuds institutions for security sector oversight. It includes several case studies of them across the world. The thesis describes Slovenian institution of ombuds person, which is one of the key entities that perform civilian oversight, its founding, organisation and its competences over Police and Slovenian armed forces. The empirical part of the thesis discusses yearly reports of Slovenian ombuds person from 1995 to 2019, focusing on complaints regarding human rights violations of Slovenian armed forces and Police. Report analysis is divided in stages based on their characteristics. Taking ombuds person suggestions into account by Police and Slovenian armed forces is analysed and key findings and conclusions about the role of ombuds person in assuring respect of human rights in these institutions are presented.
