Abstract
Države z ukrepi kmetijske in zunanjetrgovinske politike pomembno oblikujejo poslovno okolje v kmetijstvu. Neto učinke podpor in dajatev, ki jih je deležno kmetijstvo, merimo z različnimi kazalniki stopnje zaščite. V nalogi smo se osredotočili na merjenje stopnje zaščite posameznih kmetijskih proizvodov s kazalnikom NRP (nominalna stopnja zaščite) v državah, nastalih na ozemlju nekdanje Sovjetske zveze v obdobju od 2009 do 2019. Naloga, v kateri smo obravnavali različne kmetijske proizvode v Armeniji, Azerbajdžanu, Belorusiji, Gruziji in Moldaviji, prispeva k boljšemu poznavanju stanja v regiji. Zaradi nedostopnosti vseh potrebnih podatkov smo NRP za posamezne proizvode izračunali s pomočjo alternativnih referenčnih cen. Rezultati se med državami, ki so imele nekoč enotno kmetijsko politiko in trg precej razlikujejo. Za večino analiziranih izvoznih proizvodov so domače proizvajalčeve cene nižje od tistih na mednarodnih trgih (negativen NRP), cene tistih proizvodov, katerih proizvodnja ni konkurenčna, pa so višje (pozitiven NRP). Na konkurenčnost in proizvajalčeve cene v izbranih državah vplivajo kmetijska in zunanjetrgovinska politika, naravne danosti, infrastruktura in stopnja integracije kmetijskih trgov. Zaradi enostavnega izračuna se je kazalnik NRP izkazal za primernega za oceno učinkov kmetijske politike.

Title:Agriculture and agricultural policies in selected former Soviet Union countries : M. Sc. Thesis, Master Study Programmes
Abstract:
Countries shape the business environment in agriculture through agricultural and foreign trade policy measures. We measure the net effect of support and taxation of agriculture using different indicators of protection. Our focus in this thesis was quantitative measuring of protection rates using indicator NRP (Nominal Rate of Protection) for the countries formed on the territory of the former Soviet Union for the period 2009–2019. This thesis, in which we have analysed different agricultural products in Armenia, Azerbaijan, Belarus, Georgia and Moldova, contributes to better understanding of the situation in the region. Due to unavailability of all the necessary data, we have calculated the NRP for each product using alternative reference prices. The results differ between the analysed countries, which once had a common agricultural policy and market. In general, domestic producer prices of most exported agricultural products are lower than the prices on international markets (negative NRP) and the prices of products of which the production is not competitive are in general higher (positive NRP). The competitiveness and producer prices of agricultural products in the analysed countries are affected by agricultural and foreign trade policy, natural conditions for agriculture, infrastructure and the level of agricultural markets integration. Because the calculation of the NRP is relatively simple, the NRP turned out as an adequate indicator for the assessment of the effects of agricultural policy in the analysed countries.
