Abstract
V državah, kjer poznajo parlamentarni sistem, so se sčasoma razvili različni načini, ki zagotavljajo nadzor zakonodajne nad izvršilno oblastjo – vlado. Razmerje moči med dvema oblastema, zakonodajno in izvršilno oblastjo, določa ustavna ureditev vsake države, tako kot določa tudi, kako zakonodajna oblast nadzira izvršilno ter kako jo ocenjuje. Nadzor nad vlado je ena izmed glavnih funkcij večine parlamentov. Konstruktivna nezaupnica je le ena izmed oblik nadzora nad vlado, ki pa naj bi ob tem zagotavljala stabilnost vlade. Konstruktivna nezaupnica je lahko izglasovana le tako, da na predlog skupine poslancev parlament izvoli novega predsednika vlade, ki nato oblikuje vlado. Diplomsko delo se ukvarja s konceptom konstruktivne nezaupnice in ugotavlja, kakšen je njen vpliv na stabilnost vlade. Stabilnost vlade se določa s trajanjem vlade, kjer pa morajo biti izpolnjeni določeni pogoji, in sicer isto zakonodajno obdobje, isti predsednik vlade in ista sestava strank v vladi. Poleg konstruktivne nezaupnice kot oblike nadzora nad vlado pa lahko s pomočjo analize literature ugotovimo, da ima možnost vpliva na stabilnost vlad tudi več drugih dejavnikov, med njimi se v politološki literaturi v največji meri izpostavlja značilnost volilnega sistema. Značilnost volilnega sistema ima dejansko intervirajočo vlogo v pogledu stabilnosti vlad, saj določa značilnosti strankarskega sistema, ta pa pogosto naprej značilnost vlad.

Title:Motion of no confidence and stability of governments
Abstract:
In countries where they use the parliamentary system, various ways have developed over time to ensure control over the executive branch - the government. The balance of power between the two branches, the legislature and the executive, is determined by the constitutional order of each state, just as it determines how the legislature checks the executive and how it evaluates it. Control of the government is one of the main functions of most parliaments today. Constructive motion of no confidence is only one form of government control, which, in turn, strengthens and enables greater government stability. Constructive motion of no confidence can only succeed if, on the proposal of a group of deputies, the parliament elects a new prime minister or the entire government by a majority vote of all members of Parliament. The dissertation deals with the concept of constructive motion of no confidence and ascertains its impact on government stability. The stability of government is determined by the duration of government, where certain conditions must be met. In addition to constructive motion of no confidence as a form of government control, the analysis of the literature shows several other factors can influence government stability, the political science literature most emphasizes teh importance of the electoral system. The characteristic of the electoral system has, in fact, an intervening role in terms of the stability of governments, as it determines the characteristics of the party system, which further determines the characteristics of governments.
