Abstract
Evropska unija se z izzivom terorizma v različnih oblikah sooča že vse od svojega nastanka. Vendar pa do takšne eskalacije, kot smo ji bili priča v zadnjih desetih letih, še ni prišlo. Zato je kot odgovor na eskalacijo sprejela številne ukrepe, da bi zavarovala svoje prebivalce, ki so jasno povedali, da si želijo živeti v varni skupnosti. Kljub sprejetim ukrepom se je izkazalo, da še vedno obstajajo pomanjkljivosti v odzivu Unije na teroristično grožnjo, zato je bil leta 2017 v okviru Evropskega parlamenta – z namenom preučiti odziv Unije na teroristično grožnjo in podati priporočila za prihodnje delovanje – ustanovljen Posebni odbor o terorizmu. Ta je na podlagi številnih zaslišanj, konferenc, obiskov in misij v enem letu svojega delovanja pripravil poročilo, v katerem je zbral predloge ukrepov in pozive k nadaljnjim korakom. V magistrskem delu se osredotočam na dogodke, ki so pripeljali do ustanovitve odbora, njegovo sestavo in delovanje ter implementacijo sprejetega poročila. V zaključnem delu naloge ugotavljam, da delovanje odbora ni imelo konkretnejšega vpliva na zakonodajne spremembe na ravni Evropske unije, niti na ravni držav članic, precej nedovršena pa je bila tudi njegova sestava. Prav tako je leto dni delovanja odbora zelo kratka doba, da bi poslanci, ki delujejo tudi v drugih matičnih odborih, temo obravnavali dovolj celostno.

Title:Special Committee on Terrorism in the European Parliament: reasons for formation, operation and range of impact : magistrsko delo
Abstract:
The European Union has been facing the challenges of terrorism in various forms since its creation. However, there has been no greater escalation than the one we have witnessed in the last 10 years. In response, the European Union has adopted various measures to make Europe safer for its inhabitants, who have so clearly shown that they want to live in secure and safe communities. Despite the many adopted measures, the Union's response to the terrorist threat was shown as inadequate in some cases. To examine the Union's shortcoming in this area, the Special Committee on Terrorism of the European Parliament was created in 2017. Its task was to assess the Union's response to the terrorist threat and propose measures for further action. The result of a year's worth of hearings, conferences, visits, and missions was the Committee's report, which outlined proposals for measures and further steps. In this thesis, I focused on the events that led to the establishment of the committee, its composition and the implementation of the adopted report. I have concluded that the work of the committee did not have a concrete legislative impact on changes at the level of the European Union, nor at the level of the Member States. This is due in part to a short time of operation and incomplete composition of the Committee. Its members therefore failed to discuss the topic comprehensively due to other commitments in the short time of the committee's existance.
