Predlogi optimizacije gorskega reševanja v Sloveniji : magistrsko delo

Abstract
Osnovni namen magistrskega dela je celostno opisati trenutni sistem organizacije gorskega reševanja v Sloveniji in nekaterih drugih alpskih državah ter primerjati različne strukture gorskega reševanja med temi državami. S pomočjo statističnih podatkov o nesrečah in primerjave podatkov o reševalnih službah v različnih alpskih državah je bil drugi cilj dela pripraviti predloge in ideje, ki bi pripomogle k optimizaciji gorskega reševanja v Sloveniji. Magistrsko delo je temeljilo na podatkih, ki so dostopni na uradnih spletnih straneh, ter na podatkih, ki so bili pridobljeni s pomočjo pisnega ali ustnega intervjuja. Tuje gradivo je bilo prevedeno in povzeto. Na podlagi analize nesreč in intervencij v obdobju 2017–2019 v drugih alpskih državah je bila narejena primerjava s Slovenijo. V primerjavo so bili vključeni podatki o intervencijah, nesrečah in smrtih. Gorska reševalna zveza Slovenije, ki v Sloveniji skrbi za organizirano gorsko reševanje, ima dolgo in bogato tradicijo. Alpske države se med seboj razlikujejo po svoji legi, reliefu in površini, ne glede na to pa so v vseh alpskih državah za potrebe gorskega reševanja (še posebej v visokogorju) ključnega pomena primerno znanje, oprema, organiziranost in sredstva. Švica in Avstrija imata tako kot Slovenija gorsko reševanje v rokah prostovoljnih reševalcev. Podpora helikopterskega reševanja, ki je v zadnjih letih nepogrešljivo in najbolj optimalno, če razmere to dovoljujejo, se je v Avstriji in Švici delno že prenesla na privatna letalska podjetja, prostovoljne gorske reševalne službe teh dveh držav pa sodelujejo s helikopterskimi prevozniki in se med seboj podpirajo. V Franciji je gorsko reševanje naloga treh javnih služb. Za gorsko reševanje skrbijo specializirane skupine policije, žandarmerije in gasilcev. Gorsko reševanje v Sloveniji v danih razmerah deluje, je učinkovito in dostopno. Ker pa število nesreč v zadnjih letih narašča, bo tudi v Sloveniji v prihodnosti smiselna optimizacija dosedanjega sistema. V magistrskem delu so predstavljeni različni predlogi optimizacije. Zavarovanje za primer nesreče v gorah bi Gorski reševalni zvezi Slovenija omogočilo dodatna sredstva za delovanje, razvoj in opremo. Uvedba poklicne skupine gorskega reševanja ali pa sodelovanje vojaške skupine, ki je usposobljena za reševanje v težkih pogojih z uporabo helikopterja, pa bi tudi v zimski sezoni, ko helikopterska ekipa za gorsko reševanje ni v pripravljenosti vse dni v tednu, povečala uspešnost in učinkovitost reševanja ter razbremenila prostovoljne gorske reševalce.

Title:Suggestions for mountain rescue optimization in Slovenia
Abstract:
The main purpose of the present thesis was to describe the current mountain rescue systems in Slovenia and several other Alpine countries, and to compare these mountain rescue systems to each other. Secondary aim was to analyze the statistics of mountain accidents and other data about mountain rescue, and provide some proposals and ideas to help optimize Slovenian mountain rescue service. The data was obtained from official websites and/or collected through written and oral interviews. Data from foreign sources were translated and summarized. Based on the analysis of mountain accidents and mountain rescue interventions between 2017 and 2019, a comparison between the situation in Slovenia and other Alpine countries was made. The comparison included data about mountain interventions, accidents and deaths. The Mountain Rescue Association of Slovenia, which is responsible for mountain rescue in Slovenia, has a long and rich tradition. Although Alpine countries differ in their location and terrain, appropriate knowledge, equipment, organization and other resources are crucial for successful mountain rescue (especially in the highlands). As in Slovenia, mountain rescue in Switzerland and Austria depends on the volunteer rescuers. Helicopter rescue, an indispensable and most optimal solution in recent years, when the situation allows it, has already been partially entrusted to private airlines of Austria and Switzerland, while voluntary mountain rescuers and private helicopter companies in these two countries are cooperating and supporting each other. In France, mountain rescue is provided by three public services: specialized groups of police officers, gendarmerie and firefighters. Currently, mountain rescue service in Slovenia is efficient and accessible. However, as the number of mountain accidents has been increasing recently, the current system in Slovenia will definitely need to be optimized. This master's thesis presents different proposals for optimization of the mountain rescue system in Slovenia. For example, insurance in the case of mountain accident would provide the Mountain Rescue Association of Slovenia with additional funding for operation, development and equipment. Furthermore, introduction of a professional mountain rescue team or participation of a military team, qualified for rescue in difficult conditions using a helicopter, would increase the efficiency and effectiveness of rescue in the winter season, when the mountain rescue helicopter team is not on standby, and would also relieve volunteer mountain rescuers.
