PRIMENA STANDARDA ISO 9001 U PRIVREDNOM SUDU : magistrsko delo

Stručna, odgovorna, efikasna administracija uz adekvatnu podelu nadležnosti i transparentan rad zaposlenih u pravosuđu krenuvši od nosioca pravosudnih funkcija preko državnih službenika i nameštenika predstavlja jedan od bitnih činilaca koji vode do modernizacije pravosuđa i ukupne administracije pravosudnog sistema koji su postali i osnovni prioriteti neophodne Nacionalne reforme pravosuđa za period od 2013-2018. godine. Da bi pravosudni sistem i privredni sudovi u Republici Srbiji naišli na pozitivnu reakciju kod korisnika njihovih usluga u vidu otvorene, transparentne i pouzdane organizacije potrebno je promeniti organizacionu strukturu i umesto do sada "zatvorene" organizacije kakvom su je smatrali korisnici i mediji, potrebno je stvoriti otvorenu, efikasnu organizaciju sa što većim kvalitetom rada. Kroz rad je sprovedena analiza kvaliteta u privrednim sudovima i uz pomoć uporedne analize rezultata rada i kvaliteta rada Privrednih sudova u Užicu, Somboru i Požarevcu utvrđeno je da su Privredni sudovi sa najboljim rezultatima rada, sa visokim koeficijentom kvaliteta. Takođe, u radu je izvršena primena standarda ISO 9001 na poslovanje privrednog suda uz dokazivanje hipoteze da sistem menadžmenta kvaliteta značajno doprinosi poboljšanju rada privrednog suda.

Abstract

Professional, responsible, efficient administration with an adequate division of responsibilities and transparent work of employees of the judiciary, starting with the head judiciary roles, the civil servants and appointees, is one of the important factors that lead to modernization of the judiciary and the overall administration of the judicial system, and have become the main priorities of National reform of Justice system for the period 2013-2018. In order to get the positive user response justice system and Commercial courts of the Republic of Serbia, in the form of an open, transparent and reliable organization, the organization structure must be changed and, instead of "closed" organization, as users and the media rated it, it is necessary to create a an open, efficient organization with very high quality of services. The analysis of the quality of the commercial courts has been conducted, and with the comparative analysis of the results of work and quality of work of Economic court in Užice, Požarevac and Sombor it has been found that the Commercial courts have the best overall results with a high coefficient of quality. Also the application of ISO 9001 has been applied to the management of the Commercial Court, proving the hypothesis that the quality menagement system contributes significantly to improvement of the functioning of the Commercial Court.
