Surveillance systems are crucial for a safe, expeditious and orderly air traffic flow. In some places around the world surveillance systems are still not in use by air traffic control services due to financial reasons or because they are not actually needed. The Terminal Manoeuvring Area (TMA) of Portorož Airport is one of such airspaces where procedural control is currently in force. This means that controllers depend on the pilot’s position reports, their own observations and calculations to create their own mental model of the air traffic flow. This diploma thesis will analyse the current conditions and compare that to a hypothetical case where an ADS-B system would be implemented in TMA Portorož. The analysis will be focused on airspace capacity and air traffic separation procedures, as well as on the financial justification of implementation of such a surveillance system.
