Abstract
Doktorsko delo obravnava ključna torišča odnosa med državo in Cerkvijo v Sloveniji v obdobju 1966–1991, s čimer zapolnjuje obstoječo vrzel v slovenski historiografiji. Avtor v njem razčlenjuje taktike slovenske komunistične oblasti v odnosu do krajevne Cerkve in pojasnjuje posledice totalitarističnih praks za slovenske katoličane in cerkveno hierarhijo na osnovi analitičnega pristopa, osredotočenega na izčrpno arhivsko gradivo slovenske verske komisije. Za merilo presojanja politike režima do Cerkve v Sloveniji je vzeta opredelitev verske svobode iz Mednarodnega pakta o državljanskih in političnih pravicah iz leta 1966, ki mu je z ratifikacijo pet let kasneje vsaj deklarativno pritrdila tudi jugoslovanska oblast. V tej luči so predstavljeni zakonski in administrativni ukrepi oblasti glede delovanja verskih skupnosti ter učinek teh ukrepov na pastoralno dejavnost Cerkve in apostolat njenih članov. Razprava nadalje osvetljuje postopanje slovenske oblasti s Teološko fakulteto v Ljubljani ter njen odnos do moških in ženskih redovnih skupnosti, kakor tudi položaj slovenskega katoliškega tiska in režimsko politiko diferenciacije s pomočjo duhovniškega društva. Precejšnja mera pozornosti je namenjena udejstvovanju Cerkve v Sloveniji v prid svobode veroizpovedi in njenemu prispevku k demokratični preobrazbi slovenske družbe. Na tej osnovi sloni primerjava pravnega in dejanskega položaja Cerkve v Sloveniji in na Hrvaškem. Ob vsem navedenem avtor vseskozi motri tri ravni odnosa med oblastjo in Cerkvijo v Jugoslaviji oziroma Sloveniji (Sveti sedež-Jugoslavija, slovenska republiška oblast-vodstvo krajevne Cerkve, lokalna oblast-župnijska občestva) ter analizira njihov medsebojni vpliv. Rezultate raziskave je mogoče strniti v ugotovitev, da je komunistična oblast (najprej predvsem na zvezni ravni, po letu 1971 pa večidel v okviru republik) v imenu ustavnega določila o ločitvi države in Cerkve ter religiji kot zasebni zadevi posameznika sprejemala specifične zakonske določbe z namenom, da z izločitvijo Cerkve iz javnega življenja zavaruje pridobljen oblastni monopol.

Title:Relations between the state and the Catholic Church in Slovenia between 1966 and 1991 in the light of the archive of the national commission for Religious Matters
Abstract:
This thesis covers some main fields in the relationship between the State and the Church in Sovenia in 1966–1991. The author analises the tactics of Slovene communist government in relation to the local Church and illustrates the consecuences of totalitaristic praxis on Slovene Catholics and on the hierarchy of the Church, mainly analysing the elaborate archival material of Slovene Commission for religious affairs. To estimate soundly the political regime towards the Slovene Church the author uses the definition of religious freedom from the International covenant on civil and political rights from 1966 which was, at least declaratively, ratified five years later by the Yugoslavian government. In the same manner it covers legal and administrative governemnt measures toward the activities of religious communities and the impact of these measures on the pastoral activities of the Church and on the apostolat of its members. It enlightens the actions of Slovene government toward The Faculty of Theology in Ljubljana and its relation towards female and male monastic communities, as well as the status of Slovene Catholic press and the regime politics of diferentiation with the help of the Society of the Catholic priest. The author pays considerable attention to the actions of Slovene Church in favor of freedom of religion and its contribution to democratic transformation of the Slovene society. This is also the basis for comparing the legal and actual status of the Church in Slovenia and Croatia. The author keeps an eye on three layers of relations between the State and the Church in Yugoslavia/Slovenia (the Holy See-Yugoslavia, Slovene republican government-the heads of the local church, local government-pastoral communities) and analises the influence they had on each other. Gained results enlighten an establishment that the communist government (first on a federal basis, after 1971 in the terms of the republics) took specific statutory provisions in order to protect its gained political monopol.
