Abstract
V diplomskem delu je analizirano področje vladnih služb od leta 2000 do leta 2019, s poudarkom na vprašanju njihovega ustanavljanja in ukinjanja. Vladne službe so za vlado in predsednika vlade zelo pomembne. Vlada jih ustanavlja za pomoč pri izvajanju svojih funkcij, predvsem za organizacijsko, strokovno in drugo pomoč pri svojem delu. Vlada ima možnost, da sama ustanavlja oziroma ukinja večino vladnih služb, zato je bil naš namen v diplomskem delu raziskati institucionalno dinamiko tega področja, katere vladne službe so bile ustanovljene in so delovale v analiziranem obdobju, to je od leta 2000 do leta 2019, ter katere vladne službe so bile ukinjene, spremenjene ali preoblikovane. S pomočjo različnih raziskovalnih metod smo ugotovili, da se število vladnih služb znižuje, prav tako število zaposlenih v njih. Znižanje števila zaposlenih v vladnih službah pa ne pomeni nujno tudi zmanjšanja števila vseh javnih uslužbencev, ki opravljajo podporne naloge za vlado, saj so bili nekateri zaposleni ob reorganizacijah premeščeni v druge upravne organe. Glede na naloge ter število vladnih služb in njihovih uslužbencev lahko trdimo, da ima Vlada Republike Slovenije trenutno ustanovljene le tiste vladne službe, ki jih nujno potrebuje za svoje učinkovito delovanje.

Title:ANALYSIS OF THE CENTRE OF GOVERNMENT
Abstract:
In our thesis we analyse the field of government departments from the year 2000 to 2019 with a particular focus on the issue of their establishing and suspending. Government departments are crucial for the performance of the government and the prime minister since they are established in order to provide organizational, expert and other support to the government at performing its functions. Government has a possibility to establish and suspend most of government departments, therefore the main objective of our thesis was to examine the institutional dynamics of that area, which government departments were established and operated throughout the examined period, from the year 2000 to 2019, and which were suspended, transformed or modified. By implementing various research methods we established that the number of government departments was steadily decreasing; consequently, the gathered and analysed data indicate that the number of personnel employed in government departments was decreasing as well. However, the reduction of government employees does not mean a reduction in the number of all employees which are ment as a support for the government, as some employees were transferred to other administrative bodies during the reorganization. Given the responsibilities and the number of government departments and the number of employees in those departments we can therefore safely conclude that currently the government of The Republic of Slovenia has established only those government departments that are absolutely essential for its successful performance.
