Prehod na sistem COBISS za šolske knjižnice: stanje v knjižnicah osnovnih šol po prehodu

Abstract
Leta 2015 je v veljavo stopil Zakon o spremembah in dopolnitvah Zakona v knjižničarstvu, ki z 39. č členom šolske knjižnice vključuje v nacionalni vzajemni bibliografski sistem – COBISS. To so vse šolske knjižnice, ki še niso bile polnopravne članice COBISS.si, morale storiti v prehodnem obdobju, ki je trajalo tri leta. Namen magistrskega dela je izvedeti, kakšno je stanje glede prehoda v šolskih knjižnicah leta 2020, ko bi večina knjižnic že morala opraviti prehod. Raziskava je bila izvedena s pomočjo anketnega vprašalnika na naključnem vzorcu 200 šolskih knjižnic. Od 146 izpolnjenih vprašalnikov jih je bilo veljavnih 92, ti pa so v večini poudarjali preobsežnost in zahtevnost procesa ter v veliki meri negativna mnenja šolskih knjižničarjev glede samega prehoda in tudi programske opreme. Odgovori so kazali na tri različice načrta za opravljanje prehoda, ki se v večini skladajo z literaturo, ki pravi, da se prehod začne z izbiro ponudnika integriranega knjižničnega sistema, ki se v slovenskih knjižnicah ni zgodila, saj je ponudnika namesto njih izbral Zakon o knjižničarstvu. Načrt se nadaljuje s pripravo na vpeljavo novega sistema, ki je sestavljen iz pregledovanja in čiščenja podatkov iz lokalne baze, naslednji korak je vpeljava novega sistema, prehod pa se zaključi z evalvacijo sistema po daljši uporabi. V nadaljevanju bi bilo zanimivo opraviti ekspertno analizo programske opreme COBISS z vidika šolskega knjižničarja.

Title:Migration to COBISS System for School Libraries: Situation in Elementary School Libraries After the Migration
Abstract:
The 2015 Act Amending the Librarianship Act, specifically Article 39, includes school libraries into the national co-operative bibliographic system – COBISS. The school libraries that were at the time not full members of COBISS.si, had to make the transition in an implementation period of three years. The goal of this master thesis is to examine the current state of school libraries in 2020, when most libraries should have already completed the transition. The research was conducted using a questionnaire distributed to a random sample of 200 school libraries. Out of 146 returned questionnaires, 92 were valid; these mostly reported the overwhelming scope and difficulty of the process, alongside with librarians' negative opinions on the transition itself and the programme required. The answers indicated three different variants with regard to the plan for the transition, which largely complies with the literature. The plan, as outlined in the literature, suggests the transition begins by choosing the integrated library system provider, which was not applicable to the case of Slovenian libraries as the provider had been chosen for them by the Librarianship Act. The plan continues with preparation for the introduction of the new system, which includes the examination and cleaning of the local database, followed by the introduction of the new system. The transition concludes with a system evaluation after a longer period of use. Moving forward, interesting data could be gathered with an expert analysis of the COBISS programme from the standpoint of the school librarian.
