Abstract
V diplomskem delu je predstavljeno delovanje regulacije frekvence. Opisani so pogoji in preverjanja za ponudnike storitev regulacije frekvence. Predstavljen je tudi program za preverjanje ustreznosti podatkov, ki jih ponudnik storitve izravnave pošilja sistemskemu operaterju prenosnega omrežja pri storitvi povrnitve frekvence z ročno aktivacijo. Izdelal sem ga v okviru praktičnega usposabljanja pri podjetju ELES. Na samem začetku je opredeljen slovenski elektroenergetski sistem, nato pa so za lažje razumevanje predstavljene sistemske storitve na čelu s podrobnim opisom vseh treh stopenj regulacije frekvence. Naloga sistemskega operaterja je nenehno zagotavljanje stabilnega obratovanja omrežja, kar med drugim dosega z uravnavanjem proizvodnje in odjema, čemur rečemo regulacija frekvence. S tem namenom mora ustvariti nabor enot, ki s prilagajanjem proizvodnje ali odjema pomagajo pri ohranjanju ravnovesja. Z namenom zanesljivega delovanja morajo sodelujoče enote izpolnjevati zahteve, ki so opredeljene v sistemskih obratovalnih navodilih prenosnega omrežja. Celoten postopek se po oddanem zahtevku prične s preverjanjem tehnične sposobnosti in ugotavljanjem ustreznosti informacijsko-komunikacijske tehnologije. Če so vsi pogoji izpolnjeni, lahko ponudnik storitve izravnave sodeluje na dražbi, kjer se na podlagi cene storitve in časovne oznake oddaje ponudbe ugotovi njena ustreznost. Uspešnost na dražbi za ponudnika pomeni sodelovanje na izravnalnem trgu, pri čemer pa se njegove obveznosti ne zaključijo. Na zahteve za aktivacijo se mora vselej odzvati, in sicer v skladu z zahtevami glede časa odziva ter polne aktivacije in obsega izravnalne moči. Sistemski operater kot nosilec regulacije frekvence mora zato ponudnike vseskozi preverjati. Na podlagi tega namreč ugotovi ustreznost delovanja in aktivacije lahko ustrezno plača. Program, ki je predstavljen v okviru diplomske naloge, tako analizira podatke, ki jih ponudnik terciarne regulacije pošilja operaterju prenosnega omrežja. Na podlagi analize podatkov nato operater ugotavlja točnost posredovanih podatkov in skladnost predstavljenih aktivacij tehničnih enot z aktivacijo celotne regulacijske skupine. Izdelan je v programskem okolju Python in služi analizi arhivskih podatkov ter njihovi nadaljnji primerjavi z vrednostmi meritev.

Title:Management of providers for frequency control
Abstract:
This diploma thesis presents the operation of frequency control. It describes the conditions and data analysis for providers of frequency control services. There is also a presentation of program which checks the adequacy of the data, that the balancing service provider sends to the transmission system operator for the manual Frequency Restoration Reserve. I made it as a part of work experience in the company ELES. At the beginning of the diploma thesis it is defined the Slovenian power system together with system service and all three levels of frequency control for easier and better understanding. The task of the system operator is to constantly ensure the stable operation of the network, which we call frequency control. To do this, it needs to ensure a set of units, which can help to maintain balance by adjusting production or consumption. In order to be useful, the participating units must meet the requirements, set out in the transmission system operating instructions. The whole process starts with submitted request for participation and verifying the technical capability. System operator also needs to check adequacy of information and communication technologies. If all of the conditions are fulfilled, balancing service provider can participate in the auction. There system operator determines whether the offer is appropriate, based on the price and his timestamp. Auction performance for the providers means participation in the balancing market. But this is still not the end of all provider's obligations to the operator. Provider must always respond to activation request in accordance with time and power range requirements. The system operator must always check providers. Doing so, he can determine the adequacy of the operation and pay activations. Program presented in the diploma thesis analyses data, that the tertiary regulation provider sends to the transmission network operator. Based on the data analysis, the operator then determines whether the analysed data is correct and the presented activations of the technical units are in accordance with the activation of the entire control group. It is created in the Python software environment and serves for the analysis of archival data and their further comparison with the measurement values.
