Vloga centrov za socialno delo v izrednih razmerah : diplomsko delo

Abstract
Z diplomskim delom sem raziskovala vlogo centrov za socialno delo v Sloveniji v primeru izrednih razmer oziroma naravnih in drugih nesreč. Zanimala me je razlika v definiciji, nalogah in pomoči med enotami centrov za socialno delo glede na njihove izkušnje z delom v izrednih razmerah. Prav tako so me zanimale konkretne izkušnje z delom v izrednih razmerah glede na geografsko lego centrov za socialno delo v Sloveniji. V teoretičnem delu sem opredelila izredne razmere ter katere razmere ali nesreče so najpogostejše na območju Slovenije. Zanimala me je pripravljenost države na takšne razmere, načrti pomoči, sodelovanje na več možnih ravneh z drugimi skupnostmi, organizacijami ali državami ter zakonodaja, ki ureja področje izrednih razmer. Posebej sem se osredotočila na socialno delo v izrednih razmerah z vključitvijo skupnosti in ranljivih skupin. Predvsem so me zanimale naloge socialnih delavk in delavcev na centrih za socialno delo ter njihova pripravljenost na različne razmere. Izpostavila sem psihosocialno podporo in pomoč kot obliko pomoči, ki jo lahko socialne delavke in delavci nudijo ljudem v izrednih razmerah ter druge oblike pomoči, ki so primerne za krizne razmere. V zadnjem delu teoretičnih spoznanj sem pozornost namenila centrom za socialno delo v Sloveniji. Zanimalo me je, kako se povezujejo in organizirajo z drugimi organizacijami v takšnih primerih. Ključni del predstavljajo oblike pomoči, storitve, ukrepi in pravice, ki jih lahko socialne delavke in delavci na centrih za socialno delo nudijo ljudem, ki so jih prizadele izredne razmere. V empiričnem delu sem predstavila rezultate kvalitativne raziskave izvedene na neslučajnostnem, priložnostnem vzorcu, v katerem je sodelovalo osem socialnih delavk iz enot centrov za socialno delo, ki so imele izkušnje z delom v izrednih razmerah ali pa te izkušnje niso imele oziroma sodelovali so centri za socialno delo iz Savinjske regije in Osrednjeslovenske regije. Ugotovila sem, da je vloga CSD v izrednih razmerah nudenje psihosocialne podpore in pomoči ter opravljanje nalog in dolžnosti socialnih delavk in delavcev glede na predpisano zakonodajo, temeljno za socialno varstvo. Pomembna je vključitev pristojnega CSD v proces nudenja pomoči ljudem, ki se soočajo z izzivi izrednih razmer, samoiniciativno ali po pozivu civilne zaščite, občine, drugih organizacij ali ostalih. Kadar gre za izredne razmere večjega obsega, sledi reorganizacija dela na CSD, posledično je več socialnih delavk in delavcev na terenu, čemur sledi zaustavitev rednega dela, zaradi povečane pozornosti reševanju izzivov, ki so jih prinesle izredne razmere. Iz raziskave so razvidni različni pristopi, ukrepanja in pomoč socialnih delavk in delavcev na terenu ter na CSD. V izrednih razmerah je razvidna večja mera povezovanja in možnost dolgoročnega sodelovanja CSD z zavodi, organizacijami, občino in ostalimi pri zagotavljanju širše pomoči ljudem predvsem po umiritvi in stabilizaciji izrednih razmer. Ne glede na različne izkušnje izrednih razmer so socialne delavke izrazile željo po večji meri znanja nudenja pomoči v izrednih razmerah ter povečanem obsegu izvajanja vaj različnih izrednih razmer s poudarkom na njihovi vlogi in nalogah v dani situaciji. Raziskava pa je med drugim pokazala tudi na pereči problem kadrovske podhranjenosti, ki je še posebej izrazit v nenadnih izrednih razmerah. Potencialne rešitve vidijo v večji slišanosti in prilagodljivosti Ministrstva za delo, družino, socialne zadeve in enake možnosti za nadaljnje lažje ukrepanje in pospešeno reorganizacijo dela na CSD ter medinstitucionalnem sodelovanju CSD med in po času izrednih razmer. Medsebojno sem povezala pridobljene rezultate in dosedanja teoretična spoznanja. Formirala sem predloge, ki izhajajo iz pridobljenih rezultatov. Potencialne rešitve vidim v razvoju preventivnih programov s strani CSD, večji ozaveščenosti glede pomoči ter izvajanju delavnic prilagojenih starosti ljudi, ki se soočajo s posledicami, stiskami in travmami zaradi izrednih razmer.

Title:Role of the Centres of Social Work in Extremis / Extraordinary Conditions
Abstract:
In my diploma, I explored the role of Centres of social work (CSW) in Slovenia in case of emergency or natural and other disasters. What interested me was the difference in definition, tasks and aid that units of CSW offer regarding their experiences in emergency work. I was also interested in the concrete experiences with work in emergencies depending on the geographical position of CSW in Slovenia. In the theoretical part, I have identified the most common types of emergencies, situations or accidents in Slovenia. I was interested in what extent the state is ready for emergencies, what is the situation regarding the assistance plans, cooperation with other communities (at several levels), organizations or countries, and legislation that covers emergencies. My primary focus was on how CSW are involved in emergencies and inclusion of community and vulnerable groups. Particularly I was interested in the tasks of social workers at CSW and their readiness for different situations. I highlighted psychosocial support and assistance as an aid that social workers can provide to people in emergencies and other forms of assistance appropriate for crises. In the last part of the theoretical findings, I paid attention to the CSW in Slovenia. It interested me how they connect and organize with other organizations in such cases. The central part takes into consideration forms of assistance, services, measures and rights that social workers and workers at CSW can offer to people affected by emergencies. In the empirical part, I presented the results of qualitative research conducted on a non-random, convenience sample. The research involved eight social workers from units of CSW from the Savinjska Region and Central Slovenia who had some or no experience of working in emergencies. I discovered that the role of the CSW in emergencies is to provide psychosocial support and assistance and to perform the tasks and duties of social workers following the prescribed legislation fundamental to social protection. In assisting people who face the challenges of an emergency, either on their initiative or at the urging of civil protection, the municipality, other organizations or others, it is important to include a responsible CSW. With emergencies, we can notice more integration and the possibility of long-term cooperation of CSW with institutions, organizations, the municipality and others in providing broader assistance to people, especially after the calming and stabilization of emergencies. Despite the different experiences of emergencies, social workers have expressed a desire for better knowledge of assisting in emergencies and for more training in simulated emergencies, with emphasis on their role and tasks in an emergency. The survey also revealed the pressing problem of a staffing shortage, which is noticeable in sudden emergencies. The potential solutions could be in better responsiveness and more flexibility of the Ministry of Labour, Family, Social Affairs and Equal Opportunities that could help in further facilitating and speeding up the reorganization of CSW work and inter-institutional cooperation of CSW during and after the emergencies. I have linked the obtained results with the known theoretical findings and formed suggestions based on the results got. I see the potential solutions in the development of CSW prevention programs, increased awareness about the assistance, and in implementing age-appropriate workshops for people experiencing the consequences, hardships and traumas of an emergency.
