OCENA VLADNEGA PROJEKTA ZA ZMANJŠANJE ČAKALNIH DOB V IZBRANI ZDRAVSTVENI USTANOVI

Abstract
Dostopnost do zdravstvenih storitev je eden glavnih kazalnikov učinkovitosti zdravstvenega sistema države, saj vsi nadaljnji kazalniki za paciente izgubijo smisel, če do zdravstvenih storitev ne morejo priti, ko jih potrebujejo. Čakalna doba in število čakajočih sta kazalnika, ki kažeta, kakšen dostop do zdravstvenih storitev imajo državljani. Namen magistrske naloge z naslovom »Ocena vladnega projekta za zmanjšanje čakalnih dob v zdravstvu, v UKC Ljubljana« je bil ugotoviti, kako učinkovit je bil ukrep Vlade Republike Slovenije, ko je v letu 2017 določenim izvajalcem zdravstvenih storitev omogočila izvajanje Enkratnega dodatnega programa (EDP) s ciljem zmanjševanja čakalnih dob in števila čakajočih pacientov za tiste zdravstvene storitve, na katere so pacienti čakali nerazumno dolgo. Najprej smo primerjali podatke s čakalnih seznamov pred izvedbo EDP programa in po izvedbi programa na nivoju vseh zdravstvenih storitev v UKC Ljubljana, ki so bile vključene v program. Nato pa smo s pomočjo ocenjevalnega vprašalnika ocenili ukrep vlade na nivoju posamezne zdravstvene storitve. Z analizo podatkov smo ugotovili, da so bili zastavljeni cilji vlade na nivoju UKC Ljubljana doseženi, saj so se povprečne čakalne dobe za izbrane zdravstvene storitve skrajšale, ravno tako se je zmanjšalo skupno število čakajočih. Na nivoju posameznih zdravstvenih storitev pa je bilo ugotovljeno, da so bili pri 9 vrstah zdravstvenih storitev predvideni cilji doseženi v celoti, pri 33 vrstah zdravstvenih storitev so bili cilji doseženi delno, pri 1 vrsti zdravstvene storitve pa ni bil realiziran nobeden od predvidenih ciljev. Razlogi za nerealizirane cilje EDP programa so bili pomanjkanje kadrovskih resursov, pomanjkanje prostorskih kapacitet in povečan priliv novih pacientov.

Title:EVALUATION OF THE GOVERNMENT PROJECT FOR REDUCING CHECKLISTS IN HEALTHCARE, UKC LJUBLJANA
Abstract:
The accessibility of medical services is one of the main indicators of functionality of the national healthcare system, considering the fact that all other factors become irrelevant if the patients cannot access the medical services when they need them. The waiting time and the number of waiting patients are two major factors that show the accessibility of the healthcare system to the general public. The purpose of this master thesis titled »Assessment of the government program for reducing the waiting time of medical services in UKC Ljubljana« is to find out how effective the measures taken by the Slovenian government were when in 2017 they allowed certain medical service providers to carry out the One-time additional programme (Enkratni dodatni program; abbreviated as EDP) with the goal of reducing the waiting time and the number of patients waiting for medical services which had unreasonable waiting times. First we compared the data from waiting lists before and after the implementation of EDP from all medical services included in the programme. Than we assessed the measures taken by the government on a level of a single medical service with the help of an evaluation questionnaire. With careful analysis we discovered that the goals of the Slovenian government at UKC Ljubljana were achieved since the average waiting times of chosen medical services reduced and so did the number of waiting patients. However individually we discovered that only 9 medical services realized the vision fully while the other 33 services achieved the goals only partly with one medical service failing to realize any of the goals. The reasons for unrealized goals of the EDP programme were the lack of human resources, the lack of spatial capacity and an increased inflow of new patients.
