Abstract
Javno mnenje na temo financiranja javne in državne uprave je, odkar pomnim, negativno naravnano. Ravno zaradi javne "gonje" zoper plače uradnikov in javnih uslužbencev ter njihovega nagrajevanja in napredovanja sem se temo odločila raziskati. V uvodu diplomskega dela sem jasno opredelila raziskovalni vprašanji in razložila, kaj naj bi z njima odkrivala. Nadalje sem se odločila preveriti, kaj sploh je motivacija, zakaj je na delovnem mestu tako pomembna in kateri so najpomembnejši dejavniki motivacije, ki nas spodbujajo, da delo opravljamo uspešno. To poglavje se mi je zdelo zelo pomembno pozneje, ko sem pisala o nagrajevanju. Eno poglavje sem namenila pojasnjevanju pojmov, kot so javna uprava, državna uprava, javni uslužbenci in podobno. Treba je bilo tudi proučiti plačni sistem, šele za tem sem se lahko podrobneje posvetila ocenjevanju in nagrajevanju uslužbencev, da je celoten kontekst postal razumljivejši. Po teoretično predstavljenem delu sem pripravila tudi anketni vprašalnik, ki sem ga razposlala po ministrstvih Republike Slovenije, da bi dobila čim bolj točne, iskrene odgovore javnih uslužbencev, zaposlenih na izbranih ministrstvih. Nekatere končne ugotovitve so me nekoliko presenetile, dobršen del težav, ki se pojavljajo v sistemu, pa se mi je pokazal že v teoretičnem delu samem. Dejstvo je, da je sistem nagrajevanja postal tog, neučinkovit, dovzeten za različne zlorabe in ne služi več svojemu namenu. To delo je poskus analize neustreznosti sistema nagrajevanja v javni upravi in nakazuje okvir, v katerem se nemara skrivajo rešitve za njegovo temeljito prenovo.

Title:Assessement an rewarding of civil servants employed at ministries of Republic of Slovenia
Abstract:
Public opinion on the financing of public and state administration has been negative ever since I can remember. It was due to this public drive against civil servant salaries, rewards and advancement that I decided to study the matter. In the introduction to my thesis I clearly laid out the two main points of my research and what I proposed to discover through their study. Further I decided to review the concept of motivation and its relevance in the workplace and to list the most important motivating factors that incentivize us to perform work successfully. I found this section to be of particular relevance later when discussing the concept of rewarding. One section was dedicated to explaining terms such as public administration, state administration, civil servants and others. After studying the salary system I was able to examine assessment and rewarding of civil servants in order to develop a better understanding of the context. To follow the theoretical research I prepared a questionnaire and forwarded it to ministries of the Republic of Slovenia in order to gain accurate and sincere responses from civil servants employed at such ministries. While I was surprised by certain findings of the study, the majority of the issues present in the system became clear while examining the theory. It is a fact that the system of reward has become inflexible, ineffective, open to various forms of abuse and no longer serves its purpose. This thesis is an attempt at analyzing the ineffective reward system in public administration and also shows a framework that may provide some guidance towards its fundamental renovation.
