Abstract
Uporaba drog je del našega vsakdana in jo je nemogoče izkoreniniti. Ideja o družbi brez drog in osredotočenost na popolno prenehanje uporabe predstavlja oviro za izboljšanje kakovosti življenja uporabnikov drog in ovira uresničevanje strategij zmanjševanja škode. Pojav odprtih scen uporabe drog je pogost pojav v mestih, kjer je prisotna uporaba drog. Kaže na to, da je mreža programov in storitev pomanjkljiva in da dela uporabnikov še vedno ne dosega. Zato je pojav odprtih scen priložnost za razmislek o uporabnikih, ki iz storitev izpadejo, o njihovih potrebah in tem, kako odgovoriti nanje. Teoretični del naloge vsebuje pregled literature o odprtih scenah uporabe drog, ki temelji na izkušnjah drugih držav, ki so se v preteklosti z njimi že soočale in se nanje na različne načine tudi odzvale. Odzivi zahtevajo sodelovanje različnih deležnikov: sociale, zdravstva, policije, lokalne skupnosti, občin in države. V nadaljevanju je predstavljen koncept zmanjševanja škode na področju drog, ki je temelj načrtovanja odzivov, saj je cilj ukrepov zmanjšanje tveganj in škode, ki jo predstavljajo odprte scene tako za uporabnike kot za skupnost. Del teoretičnega uvoda je namenjen tudi predstavitvi terenskega dela, ki je specifično za socialno delo in nujno za doseganje t. i. težko dosegljivih uporabnikov, izboljšanje dostopa do storitev in ugotavljanje potreb v skupnosti. Uvodni del se zaključi s pregledom politike na področju drog tako na evropski kot na državni ravni. V empiričnem delu so zbrane pripovedi šestih socialnih delavk, ki so zaposlene v nizkopražnih programih nevladnih organizacij in med drugim izvajajo tudi terensko delo na območju odprte scene uporabe drog v Ljubljani. Podatki, zbrani z metodo odprtega intervjuja dajejo vpogled v dogajanje na odprti sceni, načine izvajanja terenskega dela, predloge za nadgradnjo programov in sodelovanje z drugimi deležniki z vidika terenskih socialnih delavk. Magistrsko delo predstavlja uvod v raziskovanje pojava odprtih scen uporabe drog pri nas v upanju, da se bomo z njimi uspešno spopadli in nanje celostno odgovorili.

Title:The Role of Social Work in Street Drug Use
Abstract:
Drug use is a part of our everyday life and impossible to eradicate. The idea of a drug free society and focusing on abstinence is an obstacle for improving the quality of life for people who use drugs while pursuing harm reduction strategies. The open drug scene phenomenon is common in cities where drug use is present. It also indicates that the supply of services and programs is insufficient and does not reach some groups of users. Therefore the open drug scene phenomenon is an opportunity to reflect on the people who fall out of the available services, their needs and how to respond to them. The theoretical part of the master's thesis consists of an overview of literature on open drug scenes which is based mostly on experience of other countries that have already faced and responded to the phenomenon in different ways. These responses require the involvement of different stakeholders such as social services, health services, the police, local community, municipalities and the government. I also introduce the concept of harm reduction on which response planning should be based. The objective of planned measures is to reduce risks and harm in connection to open drug scenes for drug users and the community. Outreach social work is also presented, which is specific and necessary in order to reach »hard to reach« users, increase access to services and identifying community needs. The theoretical part is concluded with a review of drug policies at European and national level. The empirical part consists of interviews with six social workers from low threshold programs of NGOs who do outreach work in the area of open drug scene in Ljubljana. Data was collected using unstructured interview method and gives insight into what goes on in Ljubljana's open drug scene, methods used during outreach work, suggestions for upgrading programs and cooperation with other stakeholders from the perspective of outreach social workers. Master's thesis is an introduction to research of the open drug scene phenomenon in Slovenia in the hope that we will be able to cope with it successfully and respond comprehensively.
