Inspection is a critical area which would need more attention. It is department where many activities are taking place. The main goal is providing esteem and compliance of the rules, procedures, laws and regulations. Inspection is essential for effective performing of State Authorities and holders of Public Authority. In order for Inspection Authorities to accomplish their work efficiently and with quality, a sufficient number of employees with appropriate knowledge are required.
Degree dissertation includes analysis of the executing of Administrative Inspection and Inspection for the System of Civil Servants in the period from 2013 to 2019. Through the review of the reports of The Ministry of Public Administration and the Public Sector Inspectorate I obtained data, with which I later analysed the hypotheses. At the end of the analysis, I found that staffing aspect or the size of the staff did not have a major impact on the amount of the resolution of matter for both Administrative as well as Inspection for the Civil Servant System. In addition to the fact, that four inspectors were employed as part of the Administrative Inspection in 2013, the number of cases resolved per employee was 110, while there were seven inspectors in 2017 and 89 cases were completed per employee. The same conclusions are reached in the framework of the Inspection of the Civil Servants System, where seven inspectors were employed in 2013 and 39 cases per employee were completed, while six inspectors were employed in 2015 and 74 cases per employee were resolved.
There were two main methods in the analysis performed. A descriptive method or analysis of existing data and a method of comparison, with which I compared the performance of Administrative Inspection and Inspection for the Civil Servants System.
The executed analysis shows that both Administrative Inspection and Inspection for the System of Civil Servants carry out high amount of inspections every year, issue a large number of measures and contribute to the better operating of State and other Authorities. The results of the analysis would help to improve the performance of State Authorities and holders of Public Authorities or Public Service Providers, since the analysis of the operation of the Public Sector Inspectorate provides insight into the most commonly identified violations by: public sector subclass and content area. Also, the contribution of the degree dissertation would help further guidance on the (in)need of the staff and (in)appropriate number of personnel.
