Abstract
Magistrska naloga obravnava vprašanje, kakšno vodenje in vodje so potrebni, da bodo šole uspešne in dobro razvita institucionalna opora izvajanju izobraževalnih politik. Danes so današnji časi polni izzivov, s katerimi se morajo ravnatelji, kot vodje šol soočati in jih na koncu sprejeti. V magistrski nalogi se bom osredotočila na pojasnjevanje konceptov vodenja in upravljanja v izobraževanju, ki bi jih načeloma morali pri svojem delu zasledovati ravnatelji. Predmet moje magistrske naloge bo predvsem vprašanje sistema vodenja in upravljanja v osnovnih šolah v mestu Kumanovo, Republika Severna Makedonija. Glavni raziskovalni cilj diplomskega dela je preučiti, kako politične in javnopolitične spremembe s časom vplivajo ali ne vplivajo na delo vodij – ravnateljev v osnovnih šolah v Kumanovu. Tu je vprašanje, ali pravzaprav tudi politični premiki v širšem smislu vplivajo na vodenje osnovnih šol v Kumanovu. To neposredno pomeni tudi iskanje odgovora na vprašanje, ali so bili po volitvah na svojih mestih zamenjani tudi ravnatelji. Natančneje, zamisel je raziskati, ali spremembe prinašajo uspeh ali neuspeh pri njihovem delu. Za poglobljeno proučevanje teme bom uporabila kvalitativni pristop k raziskovanju, utemeljen na poglobljenih polstrukturiranih intervjujih z ravnatelji in političnimi funkcionarji. S temi poglobljenimi intervjuji bom zbrala podatke, povezane z vsebino zastavljenih raziskovalnih vprašanj. Kot glavno spoznanje izvedene študije v nalogi izpostavljam ugotovitev, da v preučevanem primeru v Severni Makedoniji politika oblikuje in regulira javne politike, vrste javnopolitičnih sprememb in tudi tip vodje. Vse navedeno je teoretsko gledano možno najbolje povezati z znanji javnopolitičnih omrežij.

Title:
Public sector management and leadership in education policy: the case of managing policy changes in primary schools in Kumanovo, Republic of North Macedonia
Abstract:
This master thesis deals with the question of what kind of management and leadership is needed for the schools to be successful and well developed. Modern times today are full with challenges that principals as leaders have to face with and eventually embrace them. I will concentrate to explain the concepts of leadership and management in education putting the school principals in the first place. The subject thesis will be the issue of leadership and management system in primary schools in the city of Kumanovo, Republic of North Macedonia. The main research goal of the thesis is to examine how the policy and political changes influence the work of the leaders/principals in primary schools in Kumanovo. Here it is a question whether the political and policy shifts in this broader sense have some influence on the situation in the leadership of the primary schools in Kumanovo. More precisely, the idea is to investigate whether the changes bring success or failure in their work. I will use qualitative type of research, based on in-depth elite interviews with the principals and political decision-makers. With these in-depth interviews I will gather the necessary data, related to the contents of the research questions. Main findings of the analysis of the study show that politics shapes and regulates policy, type of policy change ans also a type of leadership in public administration. All of the stated theoretically most closely relates to the knowledge of policy networks.
