Strokovna presoja centra za socialno delo o odvzemu otroka

Abstract
Naloga se osredotoča na delo strokovnih delavk na področju zaščite otroka pred nasiljem v družini. Strokovne delavke se tekom svojega dela soočajo z različnimi oblikami nasilja ter tekom svojega dela želijo večati varnost družinskega okolja, da do odvzema otroka ne pride. Glavni cilj naloge je bil ugotoviti, kako presojajo, da se varnost družinskega okolja ne povečuje in je potrebno začeti postopek odvzema otroka. V teoretičnem delu je razvidno, da je družina tista, ki je prva odgovorna za varstvo otrokovih koristi, sledi poglavje o nasilju in posledicah nasilja za otroka ter poglavje, v katerem je podrobneje predstavljeno delo centra za socialno delo pri zaščiti otroka pred nasiljem v družini. V raziskavi so sodelovale strokovne delavke z izkušnjo odvzema otroka. Skozi intervjuje sem raziskala, kako poteka delo po prejemu prijave nasilja, kako strokovne delavke vzpostavijo delovni odnos z družino, s kakšnim načinom dela večajo varnost družinskega okolja, osredotočila sem se tudi na multidisciplinarno povezovanje, ki je pri delu na področju zaščite otrok ključnega pomena. Zanimalo me je, kako presodijo, da se okoliščine v družini ne izboljšujejo, kako poteka sprejemanje odločitve o odvzemu otroka, podrobneje sem se osredotočila na odvzem otroka tekom vzpostavljenega delovnega odnosa, seveda pa govorimo tudi o nujnem odvzemu, ko je treba na terenu ukrepati takoj. S sogovornicami smo se pogovarjale tudi o oblikovanju ocene ogroženosti, kako jim pri delu pomaga, ter pomenu načrta pomoči. Od aprila 2019 dalje je v veljavi tudi Družinski zakonik, zato sem sogovornice dodatno vprašala o delu skladno z zakonikom, ter kako vpliva na njihovo delo. Za zaključek so strokovne delavke delile izzive, s katerimi se tekom dela srečujejo, dobre prakse, ter kaj je potrebno na področju zaščite otroka pred nasiljem v družini izboljšati, da bo delo potekalo boljše in manj obremenjujoče.

Title:Social services assessment of the need for child removal
Abstract:
This thesis focuses on social workers who work on child protection in abusive families. They are faced with various forms of domestic abuse and strive to increase safety in families in order to prevent child removal. The main aim of the thesis was to research how these social workers asses the level of safety in an abusive family and make a deicision on starting the process of child removal. The theoretical part of the thesis first of all outlines that the family is the first party responsible for protecting the child and their needs. This is followed by a section on domestic abuse and its consequences on the child. Finally, the theoretical part also describes the involvement of social services in child protection in case of domestic abuse. Social workers who have experienced child removal participated in the empirical part of the thesis. By conducting interviews I researched the process of child removal - the procedure following the first reported case of domestic abuse, the approach and techinques used to increase safety in a family and finally the connection of different disciplines, which can be crucial for child protection. The main point of interest was how a social worker makes an assessment that the circumstances in a family are not improving and what the process of deciding to remove a child from a family is. Child removal from a family who is in the process of assessment is discussed in detail, as well as emergency child removal when immediate action is required on the spot. The interviewees have also discussed risk assessment and the importance of having an action plan in place. Family law that has been in place since April 2019 has been discussed in the interviewes as well; the interviewees have answered questions on compliance and the effect of the law on their work. Finally, we also talked about the challenges that social workers face in their everyday tasks, what strategies work and what practices in child protection need improvement to reduce the pressure and ensure the work flow is as efficient as possible.
