Abstract
V magistrski nalogi so bila analizirana društva lastnikov gozdov (DLG) v Sloveniji in nemški zvezni deželi Baden-Württemberg z vidika učinkovitosti izpolnjevanja v statutih zapisanih nalog. Namen raziskave je obsegal še poglobljeno predstavitev DLG v obeh državah ter prikaz elementov delovanja DLG (npr. velikost, število izvedenih aktivnosti) v luči kolektivnega delovanja. Učinkovitost delovanja DLG je bila analizirala s pomočjo neparametrične metode podatkovne ovojnice (DEA). Za vsako državo sta bila, z izbranimi vložki in izložki, oblikovana dva modela, ki sta v največji meri odražala tehnično-gospodarske in socialno-izobraževalne aspekte delovanja DLG.Poleg tega je bil oblikovan še en združen model z DLG obeh držav, pri katerem so bili upoštevani vsi aspekti delovanja DLG. Rezultati so pokazali, da tako DLG v Sloveniji kot v Nemčiji v povprečju bolj učinkovito opravljajo aktivnosti, namenjene izboljšanju socialno-izobraževalnih vidikov delovanja DLG. Učinkovito delovanje DLG je rezultat racionalnih in emocionalnih motivov članov, kar nakazuje tudi dejstvo, da so višjo povprečno učinkovitost delovanja dosegla slovenska DLG z več člani in aktivnostmi, nemška DLG pa z manj člani in več aktivnostmi. Praktična uporabnost pričujoče raziskave je predvsem v izračunanih ciljnih in lambda vrednostih, saj imajo odločevalci v DLG (npr. vodstvo) s tem realno možnost izboljšanja učinkovitosti z upoštevanjem ciljnih vrednosti in/ali s "posnemanjem" najboljših enot.

Title:Efficiency analysis of forest owner associations in Slovenia and Germany
Abstract:
Forest owner association (FOAʼs) in Slovenia and in German federal state of Baden-Württemberg have been analysed in terms of efficient fulfilment of assignments written in their statutes. Furthermore, the purpose of the research was to present FOAʼs in both countries in more detail, as well as to display FOAʼs fundamental elements (e.g. FOAʼs size, number of performed activities) in the light of collective action. FOAʼs efficiency has been analysed using non-parametric method ŽData Envelopment AnalysisŽ (DEA). Using selected inputs and outputs, two models have been developed for each country, reflecting technical-economic and socio-educational aspects of FOAʼs operation. In addition, another model has been developed combining FOAʼs from both countries and considering all aspects of FOAʼs operation. It was found, that FOAʼs in both countries are on average more efficiently engaged in activities aimed to improve socio-educational aspects. Efficient operation of FOAʼs is a result of rational and personal membersʼ motives, which have been indicated with achieved higher average efficiency of Slovenian FOAʼs comprising more members and more activities, and German FOAʼs comprising fewer members and more activities, respectively. The practical usefulness of this study lies in the calculated target values and lambda weights, thus decision-makers in FOAʼs (e.g. steering committee) have a real potential of improving FOAʼs efficiency by considering target values and/or "imitating" thebest units.
