Architecture is a very specific creative activity which aims to create a high-quality living environment for man and serves as an important factor of national culture and identity. By its definition, it works in the public interest.
The newly adopted spatial, construction and professional legislation (in 2017) has failed to sufficiently consider the significance and role of architecture for the individual, the society and overall culture. It is safe to say that it remains subordinated to the short-term economic efficiency. The purpose of the master's thesis is to highlight this problem and emphasise the importance of a well-designed space for the society, implying that the creation of such space should be in the interest of society and the state. This also calls for relevant legal regulation, including regulation of the profession, as well as the training and education of architects. Based on the analysis of the Slovenian Constitution, strategic documents, laws and EU directives and study of relevant literature, the thesis will demonstrate that the creation of space is of utmost importance.
The master's thesis highlights three key findings. Since well-designed space is in the public interest, relevant education and training programmes leading to the profession of architect, as well as regulation of the said profession should not be left entirely to the free market. Second, there is an urgent need to closely follow the direction of the European Union, which recognises the need for regulation of the profession of architect. Third, architecture is a specific type of activity which as a profession should be multi-disciplinary.
