PRENOS IN IMPLEMENTACIJA DIREKTIVE 2010/40/EU V CESTNEM PROMETU V SLOVENIJI

Razvoj informacijskih komunikacijskih tehnologij na področju cestnega prometa bistveno spreminja celotni prometni sistem. Inovacije v cestnem prometu, t. i. inteligentni prometni sistemi (ITS), ponujajo številne koristi za okolje, družbo in gospodarstvo. Za prodor ITS v Evropi je bila sprejeta Direktiva 2010/40/EU, ki predstavlja pravni okvir za uvajanje ITS v cestnem prometu in za vmesnike do drugih vrst prevoza. Slednja je bila v Sloveniji prenesena v noveli Zakona o cestah, dne 26. 6. 2012. V magistrskem delu je s kvalitativno metodologijo raziskanih šest raziskovalnih vprašanj, ki se posredno ali neposredno nanašajo na uvajanje ITS v Sloveniji in njihovo interoperabilnost v EU. Glavni cilj prenosa in implementacije Direktive 2010/40/EU je zagotoviti združljivost in interoperabilnost ITS ter zagotovitev kontinuitete storitev ITS na celotnem področju EU. Z uresničitvijo Direktive 2010/40/EU sledimo ciljem prometne politike EU, katere glavni namen je vseevropsko prometno omrežje z večmodalnimi prometnimi povezavami in integriranimi ITS. Ugotovitve raziskave prenosa in implementacije Direktive 2010/40/EU v Sloveniji so pokazale, da se bodo odpravila ozka grla v cestnem prometu, zmanjšali se bodo prometni zastoji, manjši bo izpust emisij ogljikovega dioksida, izboljšala se bo mobilnost in na voljo bodo integrirani večmodalni načini prevoza.

• Title: THE TRANSPOSITION AND IMPLEMENTATION OF DIRECTIVE 2010/40/EU IN ROAD TRANSPORT IN SLOVENIA

Abstract

The development of information and communications technology in the field of road transport is fundamentally changing the entire transport system. Innovations in the field of road transport, i.e. Intelligent Transport Systems (ITS), offer many benefits for the environment, society, and the economy. For the penetration of ITS in Europe, Directive 2010/40/EU was adopted, which constitutes the legal framework for the deployment of ITS in road transport and for interfaces with other modes of transport. The latter was transposed in Slovenia in the amendment to the Roads Act on 26 June 2012. This master's thesis explores six research questions which are directly or indirectly related to the introduction of ITS in Slovenia and their interoperability in the EU through a qualitative methodology. The main objective of the transposition and implementation of Directive 2010/40/EU is to ensure the compatibility and interoperability of ITS and to ensure the continuity of ITS services throughout the EU. With the implementation of Directive 2010/40/EU, we are pursuing the objectives of an EU transport policy which aims to create a pan-European transport network with multimodal links and integrated ITS. Research findings on the transposition and implementation of Directive 2010/40/EU in Slovenia have shown that traffic bottlenecks will be eliminated, traffic congestion will be reduced, carbon dioxide emissions will be reduced, mobility will be improved, and integrated multimodal transport modes will be become available.
