Abstract
Lokalna samouprava je imela na slovenskem območju zelo zapleten, raznolik in otežen razvoj zaradi dolgoletne prekinitve tradicionalne ureditve lokalne ravni, kar je slovenskemu vodstvu močno otežilo vzpostavitev nove lokalne samouprave v osamosvojeni Republiki Sloveniji. Po sprejetju Evropske listine lokalne samouprave bi morali vzpostaviti drugo raven lokalne samouprave, vendar pristojni tega vse do danes niso naredili. Ključni razlog za to se skriva v konservativni politiki slovenskega vodstva, ki želi obdržati vso moč v svojih rokah. To ni skladu z načeli podpisane listine, ki poleg vzpostavitve pokrajin zahteva tudi uresničevanje načela subsidiarnosti, v skladu s katerim bi se država morala odpovedati nadzoru nad lokalno ravnjo in vplivanju nanjo. V Sloveniji se kaže tendenca, da v času globalizacije, tehnološkega in komunikacijskega napredka državna oblast zamejuje občine in zmanjšuje njihovo avtonomnost, namesto da bi sledila družbenemu toku in povečala moč lokalnih enot ter s tem omogočila ugodno gospodarsko klimo.

Title:Local government analysis in Slovenia
Abstract:
Local self-government had a very complex, diverse and difficult development in the Slovenian territory due to a long interruption of the traditional regulation of the local level, which made it difficult for Slovenian leadership to establish a new local government in the independent Republic of Slovenia. With the adoption of the European Charter of Local Self-Government, a second level of local self-government should have been established, but this has not been done to date. The key reason for this lies in the conservative policy of the Slovenian leadership, which wants to keep all the power. This is not in accordance with the principles of the signed charter, which, in addition to establishing provinces, requires the implementation of the principle of subsidiarity, according to which the government should give influence over the local level. In a time of globalization, technological progress, Slovenia has a tendency to limit municipalities and diminish their autonomy, instead of following the social flow and increasing the power of local units, thus facilitating a favorable economic climate.
