Abstract
Diplomsko delo raziskuje uporabnost koncepta javnopolitičnih omrežij na primeru izbranega javnopolitičnega problema, in sicer ob uporabi temeljnih lastnosti in dimenzij javnopolitičnih omrežij kot so problem, igralci, viri, odnosi, meja in struktura, ugotavlja način delovanja izbranega javnopolitičnega omrežja. Izbrani javnopolitični problem zaznamuje strah pred morebitno privatizacijo dejavnosti oskrbe s pitno vodo v Sloveniji, kar pa je spodbudilo državne in civilnodružbene igralce, da so s sodelovanjem v dvofaznem ustavnorevizijskem postopku dosegli spremembo in dopolnitev Ustave v obliki zapisa 70.a člena (pravica do pitne vode). Preučevano področje javnopolitičnega problema posega na področje okoljevarstva, za to področje pa je poleg državnih igralcev značilna prisotnost in aktivnost civilnodružbenih igralcev v procesu oblikovanja javnopolitične rešitve (Perrez, 2009, str. 8). V empiričnem delu diplomskega dela bomo znotraj analize značilnosti javnopolitičnega omrežja poskušali ugotoviti, kdo so bili osrednji igralci v omrežju in kako viri civilnodružbenih igralcev vplivajo na relevantnost slednjih v preučevanem javnopolitičnem omrežju. Zaključek oziroma ugotovitev analize postavlja državne igralce v center javnopolitičnega omrežja zaradi vloge upravljanja javnopolitičnega omrežja, prav tako so slednji ključni igralci zaradi monopola nad odločanjem (Fink Hafner, 2007, str. 18). Ugotovili smo tudi, da viri, ki so jih civilnodružbeni igralci prineseli v javnopolitično omrežje, vplivajo na njihovo relevantnost.

Title:Policy network and the problem of water utility privatization
Abstract:
The thesis examines the applicability of the policy networks concept on a selected policy problem while using key elements of policy networks, defined as the problem, actors, resources, relationship, boundaries, and network structure. The chosen policy problem tackles the understanding of the public good. The fear of possible privatization of water utilities has prompted the state and non-state actors to make a change in the form of 70.a amendment to the Constitution (right to drinking water). The so-called right to drinking water amendment indicates that the policy problem falls within the scope of environmental protection policy. In this policy domain, non-state actors are believed to play a very active role in the policy formation process (Perrez, 2009, str. 8). In the empirical part of the thesis, the analysis of policy network is performed. Within this analysis, we tried to determine who the main actors were and how the resources of non-state actors influenced the relevance of the latter in the scrutinized policy network. We concluded that the state actors are the main actors in the policy network due to their network management roles and their monopoly in the decision-making process (Fink Hafner, 2007, str. 18). We also find out that the resources, which non-state actors applied (or could have applied) in the policy network, influence their relevance in the examined policy network.
