Abstract
Javna uprava je deležna številnih reform na področju upravljana. Prvi se je z upravljanjem javnih zadev ukvarjal Weber, v 80. letih prejšnjega stoletja je Webrov model začel nadomeščati sodobnejši, bolj tržno usmerjen model Novo upravljanje javnega sektorja (NUJS), a je v zadnjem obdobju kot odraz družbenih in političnih sprememb prišlo do razvoja post-NUJS pristopov. Kljub vsem kritikam, ki so jih bili starejši pristopi deležni, so se nekatere njihove značilnost ohranile tudi v sodobni javni upravi. Težko bi opredelili in klasificirali aktualni model javne uprave v samo en čisti model, lahko bi rekli, da so aktualni modeli na nek način hibridi vseh obstoječih modelov. Niti na ravni Evropske unije ne obstaja konsenz o smeri razvoja javne uprave oziroma o preferenčnem modelu upravljanja tako, da je to področje prepuščeno odločitvam vsake posamezne države. Vsako reformiranje javne uprave in hibridizacija pa posledično vpliva na njeno kompleksnost. Pozitiven vidik nove Strategije razvoja javne uprave v Sloveniji pa je preseganje modela NUJS, saj le ta v svojih usmeritvah vključuje tudi pristope iz teorij post-NUJS modelov.

Title:Governance in public sector: new models
Abstract:
Public administrations go through a number of reforms in the area of governance. Weber's approach was the first model of management in public sector. After 1980s, it was slowly replaced by more modern, market-oriented model of New Public Sector Management (NPM). As a reflection of social and political changes new, post-NPM models approaches began to evolve. Despite all the criticisms that older approaches had received, some of their characteristics were preserved in the modern public administration. It would be difficult to define and classify the current model of public administration into just one pure model; we could say that current models are some ways hybrids of all existing models. Even at the level of European Union there is no consensus on the direction of development of a public administration or a preferential management model. Therefore countries have full autonomy on choosing their model. Every reform of public administration and hybridization, consequently, affects its complexity. The positive aspect of the new Public Administration Development Strategy in Slovenia is that the NPM model has been exceeded, since it also includes characteristics of post-NPM governance theories.
