Abstract
Termin komunikacija potiče od latinskog glagola communicare, koji znači učiniti zajedničkim, odnosno, saopštiti. Komunikacija je proces permanentne razmene informacija. U društvenim naukama, pod pojmom komunikacija se podrazumeva sveukupnost različitih oblika veza i dodira između pripadnika društva. Tako psihosocijalna komunikacija razmatra prenošenje psihičkih sadržaja sa jedne osobe ili grupe na drugu, materijalna komunikacija pretpostavlja prenošenje ili razmenu dobara između pojedinaca ili grupa određenog društva, dok se masovna komunikacija bavi strukturom primanja i emitovanja poruka u sredstvima javnog informisanja, ili šire, u mas medijima. Primena međunarodnih standarda ISO 9001, koji su globalni, može biti uspešna jedino ako se primene autentična, lokalna rešenja pri projetovanju QMS (Quality Management System). Standardi za pojedine menadžment sisteme sadrže daleko detaljnije zahteve od kriterijuma za modele izvrsnosti celokupnog menadžment sistema. Razlozi za razvoj metodologije primene TQM-a u dva paralelna pravca pre svega leži u nemogućnosti da se detaljno, a jednostavno, standardizuju zahtevi za celokupan menadžment sistem, kao i nespremnosti organizacija da toliko detaljno usklade svoj sistem. ISO (Međunarodna organizacija za standardizaciju) je svetska federacija nacionalnih tela za standarde (članica ISO-a). Da bi međunarodni standard bio objavljen, potrebno je da ga odobri najmanje 75 % članica koje glasaju. Menadžment sistemom kvaliteta, zasniva se na osam principa upravljanja. Ovi principi se mogu koristiti od strane menadžmenta, kao okvir za usmeravanje organizacije u pravcu poboljšavanja performansi. Osnovni cilj ovog rada biće sagledavanje istraživačkih karakteristika komunikacije kao elementa sistema menadžmenta kvaliteta u javnoj upravi.

Title:COMMUNICATION AS AN ELEMENT OF QUALITY MANAGEMENT SYSTEM IN PUBLIC ADMINISTRATION
Abstract:
The term communication comes from the Latin verb communicare, which means it is common to communicate. Communication is a process of permanent information exchange. In social sciences, the term communication means the universality of various forms of connections and contact between members of society. Thus psychosocial communication considers the transfer of psychic content from one person or group to another, material communication presupposes the transfer or exchange of goods between individuals or groups of a particular society, whereas mass communication deals with the structure of receiving and broadcasting messages in media, or wider, in mass media . The application of international standards ISO 9001, which are global, can be successful only if authentic, local solutions are implemented in the QMS (Quality Management System) implementation. Standards for individual management systems contain far more detailed requirements from the criteria for models of excellence of the overall management system. The reasons for the development of the TQM implementation methodology in two parallel directions lie primarily in the inability to detail, but simply, standardize the requirements for the overall management system, as well as the unwillingness of organizations to fine-tune their system in detail. ISO (International Organization for Standardization) is the world federation of national standards bodies (ISO members). In order for an international standard to be published, it must be approved by at least 75% of the members voting. The quality management system is based on eight principles of management. These principles can be used by the management, as a framework for steering the organization in order to improve performance. The main goal of this paper will be to examine the research characteristics of communication as an element of the system of quality management in public administration.
