INFORMATIZACIJA PROCESA DODELJEVANJA POTRDIL O USPOSOBLJENOSTI V PRISTOJNOSTI UPRAVE REPUBLIKE SLOVENIJE ZA POMORSTVO

Abstract
Živimo v obdobju, kjer je informatizacija poslovnih procesov vse bolj pomembna tako v zasebnem kot tudi javnem sektorju. Gre za prenavljanje poslovnih procesov v elektronsko obliko, s katero dosežemo hitrejše, cenejše in bolj učinkovito poslovanje. Družba stremi k poslovanju s čim manj oziroma brez papirnega dela. V diplomskem delu se osredotočamo specifično na informatizacijo procesa dodeljevanja potrdil o usposobljenosti v pristojnosti Uprave Republike Slovenije za pomorstvo. Trenutno ta proces še ni informatiziran v celoti. Prijave potekajo s pošiljanjem izpolnjenih prijavnih obrazcev v fizični obliki skupaj s prilogami po navadni pošti na Upravo RS za pomorstvo. Namen diplomskega dela je ugotoviti, ali je informatizacija omenjenega procesa mogoča in kaj so razlogi, da proces še ni informatiziran v celoti. V sklopu diplomskega dela smo razvili tudi prototip aplikacije, ki omogoča simulacijo omenjenega procesa. Postavili smo hipotezo, ki preverja možnost informatizacije procesa, preverjali pa smo jo z različnimi metodami dela, in sicer z analizo dokumentov, intervjujem, scenariji, razvojem prototipa in skupino razvojnih metod. Z omenjenimi metodami smo ugotovili, da je informatizacija procesa s tehničnega vidika mogoča, z zakonodajnega pa ne. Trenutno informatizacijo onemogoča zakonodaja, ki še ne dopušča načina elektronske oddaje osebne fotografije, s katero bi lahko zakonsko verificirali svojo identiteto na oddani fotografiji. Torej prva stvar, ki je potrebna pred informatizacijo, je sprememba zakonodaje in šele nato razvoj omenjenega informacijskega sistema. Ker pa sprememba zakonodaje ni preprost proces, bo treba na popolnoma informatiziran proces še nekaj časa počakati. Zaradi zakonodaje, ki to preprečuje, smo tudi hipotezo, ki preverja možnost informatizacije, delno potrdili.

Title:INFORMATIZATION OF THE PROCESS OF ISSUING CERTIFICATES WITHIN THE COMPETENCE OF SLOVENIAN MARITIME ADMINISTRATION
Abstract:
We live in a time, where the informatisation of business processes is becoming increasingly more important in both the private and the public sector. It involves the conversion of business processes into an electronic form through which we can achieve a faster, cheaper and more efficient business. Society is striving towards the idea of a business without paperwork. This diploma assignment focuses specifically on the informatisation of the process for the allocation of certificates of competence under the jurisdiction of the Maritime Administration of the Republic of Slovenia. Currently, this process is not completely informatised. Filled application forms are sent with attachments via post mail to the Maritime Administration of the Republic of Slovenia. The purpose of this assignment is to learn whether the informatisation of the aforementioned process is possible, as well as finding the reasons for the process not being informatised in its entirety yet. Within this assignment, we have also developed an application prototype, which allows the simulation of the described process. We have developed a hypothesis which determines whether the informatisation of this process is possible and the hypothesis has been examined with different methods of work, namely with the analysis of documents, interviews, scenarios, prototype development, and development methods. We have learned that the informatisation of this process is theoretically possible. However, Slovenian legislation is preventing it from being implemented, because it does not support a legal form of electronic delivery of a personal photograph with which the identity of the person on the delivered picture could be confirmed. Therefore, the first step is the modification of legislation, which would then support further development of the informatisation of this process. Changing the legislation, however, is not a simple process, so we will have to wait some time until it is modified to allow the described process to be entirely informatised. For this very reason, we have only partially confirmed our hypothesis regarding the possibility of this process to be entirely informatised.
