Abstract
Nakupi orožja so bili že od nekdaj zanimivi za javnost, tako z vidika nacionalne varnosti kakor tudi zaradi svoje ogromne finančne vrednosti. Nakup orožja v Sloveniji nekoč in danes nam omogoča vpogled v razvoj tovrstnega področja pri nas. Nekoč tajni posli, za katere je vedel le državni vrh, se danes spreminjajo v vse bolj transparentna poslovanja, o katerih naj bi bila obveščena družba in ki potekajo po ustaljenih in predpisanih postopkih. Diplomska naloga področje raziskovanja zoži na področje vojaških nakupov in zgolj za primer Slovenije. Dober vpogled nam da v to, kako se je v zadnjih 20 letih razvijala zakonska podlaga za področje vojaških nakupov, kakšne načine nakupov poznamo in kdo narekuje ter opredeli potrebo. V drugi polovici diplomske naloge smo s pomočjo primerov iz prakse poizkušali potrditi hipotezo transparentnosti. Primerjali smo namreč nakupe iz treh časovnih obdobji. Prvo časovno obdobje je takoj po osamosvojitvi, nasledi ga obdobje pred vstopom v NATO, tega pa nasledi obdobje po vstopu v NATO. Glede na potek in izbiro postopka nabave orožja iz različnih časovnih obdobji je razvidno, kako je področje vojaških nabav postopoma prehajalo na področje javnih naročil.

Title:Procedural changes in the purchase of weapons systems in Slovenia
Abstract:
Acquisitions of weapons have always been interesting to the public in Slovenia, mostly from national security point of view as well as due to its economic value. Procedures of acquisition of weapons in Slovenia in the past and now give us an insight into development of the field of acquisition of weapons. These procedures used to be done in the secrecy of the state, for which they were known only to highest ranking state officials, and these procedures have become more and more transparent through time. Society was given an insight into these procedures through development of acquisition and they are run according to well established and prescribed legal acts. This diploma has narrowed the field of acquisition of weapons only to acquisition of weapons for military purposes and based on actual cases from Slovenia. It gives us a good insight into how legal basis for acquisition of weapons has changed through times, what kind of acquisitions do we know and who dictates and defines the demand of acquisition of weapons. In the second half of this diploma we have tested transparency of the acquisition based on actual cases in Slovenia and we have cross examined them in three different periods of time. First time period was right after Slovenia gained its independence, second one was right before Slovenia joined NATO, and the third period was after Slovenia entered NATO. According to the course and selection of procedures for acquisition of weapons in every individual period of time, it has shown that acquisition of weapons has become more and more a matter of public order than of a military procurement.
