Nastanitev oseb z mednarodno zaščito : diplomsko delo

Diplomsko delo obravnava urejanje nastanitvenega področja oseb z mednarodno zaščito. Raziskovala sem, kašnih oblik pomoči v procesu iskanja stanovanja so osebe deležne ob pridobitvi statusa in kdo jim to pomoč nudi, s kakšnimi odzivi stanodajalcev se v procesu soočajo, kako doživljajo odnos potencialnih najemodajalcev ter nenazadnje tudi kako vrednotijo pravno urejenost in odnos medijev do tematike. V teoretičnem delu podajam definicijo migracij ter nadaljujem s predstavitvijo ozadja tako imenovane »begunske krize«, ki je leta 2015 vzbudila pozornost Slovenije. Po osvetlitvi vzrokov za prihod oseb, se osredotočam na politični in medijski diskurz, ki ju ocenjujem kot ključna dejavnika, ki vplivata na mnenje večinske populacije o prispelih osebah. V nadaljevanju podajam definicijo pojma mednarodne zaščite ter ga podkrepim s statističnimi podatki. Po predstavitvi slovenske integracijske politike se posvetim ključnemu delu teoretičnega dela – nastanitvi oseb z mednarodno zaščito. Sprva ovrednotim pomen pridobitve primernega stanovanja ter v nadaljevanju opisujem pravno urejenost in pomoč države ter nevladnih organizacij pri iskanju ustreznega stanovanja. V empiričnem delu predstavim ugotovitve raziskave, ki temelji na petih intervjujih z osebami z mednarodno zaščito. S pomočjo odgovorov ugotavljam, da sogovorniki največkrat iščejo pomoč v svojem socialnem krogu, ki so ga pridobili v času bivanja v azilnem domu. Kot pomemben dejavnik urejanja nastanitvenega področja se izkaže tudi samoaktivnost posameznika ter pomoč aktivistov Tovarne Rog. Osebe so v procesu iskanja nastanitve večkrat deležne zavrnitve s strani stanodajalcev, ki so nezainteresirani za oddajo stanovanja tujcem oziroma bolj specifično - beguncem.

• Title: Accommodation of persons under international protection

Abstract

The main topic of this thesis is the research of the accommodation area of persons under international protection. I have studied what forms of assistance in the process of searching for an apartment are given to persons when they gain the status and who provides them with the help, what kind of responses they are faced with during the process, how they perceive the relationship of potential landlords, and, last but not least, how they evaluate the legal order and attitude of the media in regards to before mentioned topic. In the theoretical part, I provide the definition of migrations and continue with the presentation of the background of the so-called refugee crisis, which in 2015 aroused the attention of Slovenia. After illuminating the reasons for the arrival of people, I focus on the political and media discourse, which I consider to be key factors influencing the opinion of the majority population on incoming persons. Later on, I define the concept of international protection and support it with statistical data. After the presentation of Slovenia's integration policy, I continue with focusing on the key part of the theoretical work - the accommodation of people under international protection. Initially, I evaluate the importance of obtaining a suitable accommodation and in the following I describe the legal arrangement and assistance of the state and non-governmental organizations in finding the right housing. In the empirical part, I present the findings of a survey based on five interviews with people under international protection. With the help of the answers, I find that the interlocutors most often seek help in their social circle, which they acquired during their stay in the asylum home. An important factor in regulating the area of accommodation, is also the individual's self-activity as well as the help of the activists of the Tovarna Rog. In the process of searching for accommodation, people often receive refusals from landlords who are not interested in submitting a residence to foreigners or more specifically - to refugees.
