Abstract
Vrtičkarstvo je prostočasna in samooskrbna dejavnost, ki se izvaja na najetih ali drugače pridobljenih zemljiščih. Izvorno je vrtičkarstvo povezano z eksistencialnimi potrebami prebivalcev. Danes pa vrtičkarstvo zadovoljuje družbene, okoljske, socialne in druge potrebe urbanega prebivalstva in je pomembna prvina načrtovanja prostorskega razvoja naselij. Glavni namen naloge je analizirati stanje vrtičkarske dejavnosti v Mestni občini Kranj, kako se načrtuje razvoj dejavnosti in kakšna dopolnilna pravila urejanja določajo občinski predpisi. Na osnovi pregleda literature, podatkov, primerov dobre prakse in informacij, ki smo jih pridobili na mestni upravi in na terenu ter analize dejanskega stanja v prostoru, so opredeljene organizacijske rešitve in smernice za razvoj vrtičkarstva v območju občine. Magistrsko delo uvodoma predstavlja pomen in značilnosti vrtičkov, vidike razvoja, povezave s samooskrbo in preživljanjem prostega časa ter ugotavlja, da so vrtički v Mestni občini Kranj pogosto umeščeni v prostor na pobudo prebivalcev, samoiniciativno in neformalno, tudi v nasprotju z določili prostorskih aktov in da sta njihovo urejanje in razvoj prepuščena prebivalcem, zato lahko v prostoru delujejo moteče in nesprejemljivo. Podobne značilnosti vrtičkarstva naloga razkriva tudi na območju Mestne občine Kranj. Za organizacijo in urejanje prostora je odgovorna občina in zato je ob primernih spodbudah in promociji vrtičkarstva lahko prav ta tista, ki lahko vrtičkarstvo na svojem območju ohranja, ga primerno ureja in načrtuje v sklopu svojih pristojnosti.

Title:Analysis and determination of the starting points for the organization of plot gardening in the Municipality Kranj : master thesis
Abstract:
Allotment gardening is a leisure and self-supply activity carried out on rented or otherwise acquired land. Originally, allotment gardening had to do with the existential needs of the inhabitants. However, today it is meant to satisfy social, environmental and other needs of the urban population, and constitutes an important element of spatial planning for the development of settlements. The main purpose of this thesis is to analyse the state of the activity of allotment gardening in the area of the Municipality of Kranj, how to plan the development of this activity and which supplementary rules are envisaged by by-laws in order to regulate it. Based on the review of the relevant literature and data, good practice examples and information obtained from the city administration and in the field, including the analysis of the actual situation, we have defined the organisational solutions and guidelines for the development of allotment gardening in the area of the Municipality. In the introductory part, the Master’s thesis outlines the significance and the characteristics of allotment gardens, the aspects of their development, as well as their linkages to self-sufficient supply and the spending of leisure-time. We came to the conclusion that allotment gardens are often spatially embedded into the surroundings upon the initiative of the inhabitants, arbitrarily and informally, even contrary to the provisions of spatial acts, and that garden maintenance and development is left to the inhabitants, which is why some allotment gardens may seem disturbing and stick out of the surroundings. The thesis reveals that similar characteristics may also be attributed to allotment gardening in the area of the Municipality of Kranj. The Municipality is responsible for spatial organisation and management; therefore, with the proper incentive and promotion of allotment gardening, the Municipality is the also one that can contribute to the preservation of allotment gardening by appropriately regulating and planning it in the scope of its powers and competences.
