The purpose of the master's thesis is to present the functioning of multi-level governance in conjunction with cohesion policy and the transfer of instructions, in some cases also commitments to member states for the implementation of various directives in the field of environmental protection, employment and the use of cohesion funds.
I conducted a qualitative case study methodology to define the concept of multi-level governance with a descriptive method, and the history and the operating principle of cohesion policy. In the second part, I try to practically present the inclusion of a multi-level model of governance through projects such as the EU's environmental contribution, which is planned in the EU's Development Plan.
In the master's thesis, we can see that Germany was successful in reducing negative environmental impacts. As an example, I chose the German city Hamburg and presented numerically tangible figures and compared them with the EU goals. In this case, cohesion policy is linked to the absorption of funds for the implementation of environmental guidelines and the implementation of measures aimed at reducing emissions.
Further usefulness of the master's thesis can stimulate further research. The concept of multi-level governance is a relatively new concept therefore, many possibilities for further research are open. In the practical part, the research work is useful in relation to the cohesion funds and the width of the financial support for the development of a better living environment.
