REORGANIZACIJA IN ZMANJŠEVANJE IZDATKOV V ZDRAVSTVU

Področje zdravstva je eden najpomembnejših sektorjev v vsaki državi, ker je zdravje temeljna vrednota vsakega posameznika v današnjih časih. Po mnenju Svetovne zdravstvene organizacije je dober zdravstveni sistem tisti, ki zagotavlja za vse ljudi kakovostne storitve, ko jih le-ti potrebujejo. Namen raziskovanja navedene teme v okviru magistrskega dela je obravnavati vlogo in pomen reorganizacije v Sloveniji ter v izbranih tujih državah in ugotoviti kakšne so podobnosti, razlike ter razlogi, ki so pripeljali do potrebe po reorganizaciji. Namen je tudi, da raziščem in analiziram porabo javnih izdatkov v zdravstvu v preteklih obdobjih in na podlagi le-teh ugotovim kakšno je trenutno stanje izdatkov v zdravstvu. Pri magistrskem delu sem uporabila metodo deskripcije za predstavitev razvoja zdravstvenega sistema v Sloveniji ter zakone, ki ga urejajo na posameznih ravneh. Uporabila sem tudi metodo kompilacije in primerjalno metodo. Prva metoda se nanaša na analizo in študijo tujih znanstveno-raziskovalnih del, druga pa je bila uporabljena neposredno pri izsledkih hipotez in rezultatov. Za samo obdelavo statističnih podatkov ter grafične ponazoritve, sem uporabila statistično metodo. V okviru magistrskega dela je bilo ugotovljeno, da se javni izdatki za zdravstvo tako v Sloveniji kot v Avstriji ter Nemčiji skozi leta povečujejo. Razlogov za tako stanje je več: staranje populacije, vse hitrejši razvoj informacijske tehnologije, čakalne vrste. Na podlagi ugotovljenih dejstev bi morala Slovenija najprej rešiti področje financiranja zdravstvenega sistema. Morala bi nameniti več sredstev za to področje in ga pametno porazdeliti na posamezne sektorje.

• Title: REORGANIZATION AND REDUCTION OF EXPENDITURE IN THE HEALTH SECTOR

Abstract

The field of health is one of the most important sectors in each country, because health is the fundamental value of every individual in today's times. According to the World Health Organization, a good health system is one that provides quality services for all people when they need it. The purpose of researching this topic in the master's thesis is to consider the role and significance of reorganization in Slovenia and in selected foreign countries and to determine what are the similarities, differences and reasons that led to the need for reorganization. It is also intended to investigate and analyze the use of public health expenditure in previous periods and, on the basis of these, find out what is the current state of health expenditure. In the master's thesis, I used the method of describing the presentation of the development of the health system in Slovenia and the laws regulated at individual levels. I also used the compilation method and the comparative method. The first method relates to the analysis and study of foreign scientific and research works, while the other is directly applied to the results of hypotheses and results. For statistical analysis and graphic illustration only, I used a statistical method. As part of the master's thesis, public expenditure on health in Slovenia, Austria and Germany has been increasing over the years. The reasons for this situation are several: aging of the population, the rapid development of information technology, the queue. On the basis of the established facts, Slovenia should first solve the field of financing the health system. It should devote more resources to this area and wisely distribute it to individual sectors.
