Abstract
Namen fleksibilnosti in mobilnosti v javni upravi je, da bi z odličnostjo profesionalnega uradništva in predpisov delovala učinkoviteje in skladno z načeli dobrega ravnanja s človeškimi viri. V magistrskem delu je bil poudarek na raziskavi, katere fleksibilne oblike zaposlitve in oblike mobilnosti javnih uslužbencev se najpogosteje uporabljajo in ali to prispeva k učinkovitosti javne uprave. Podala sem domnevo, da togi predpisi ovirajo fleksibilnost in mobilnost javnih uslužbencev. Ugotoviti sem tudi poskušala, ali so fleksibilne oblike zaposlitve in oblike mobilnosti javnih uslužbencev v slovenski javni upravi pod povprečjem Evropske unije. Pri raziskovanju so me ovirali skromni viri literature in skromen nabor že izvedenih raziskav. V sklopu empiričnega dela naloge sem izvedla tako kvantitativno kot kvalitativno raziskavo. Kvantitativna raziskava temelji na podatkih, pridobljenih na podlagi informacij javnega značaja iz kadrovskih evidenc organov državne uprave, ki so prosto dostopne fizičnim osebam. Kvalitativni del raziskave pa sem opravila s pomočjo delno strukturiranih intervjujev strokovnjakov s tega področja. V sklopu obeh raziskovalnih metod sem ugotavljala stanje na področju fleksibilnosti in mobilnosti v javni upravi. Ugotovitve raziskave so pokazale, da sta fleksibilnost in mobilnost dejavnika, ki prispevata k dvigu učinkovitosti javne uprave. Predpisi tako delno omejujejo fleksibilne oblike zaposlitve in ovirajo mobilnost javnih uslužbencev v javni upravi. Kot poglavitne ovire pri mobilnosti so se pokazali predvsem primeri slabih praks premeščanj javnih uslužbencev zaradi delovnih potreb in toga zakonodaja, ki omejuje uporabo mobilnosti v javni upravi.

Title:ABSTRACT ANALYSIS OF MOBILITY AND FLEXIBILITY IN PUBLIC ADMINISTRATION AS PARAMETERS OF EFFICIENCY
Abstract:
The purpose of flexibility and mobility in public administration is to increase its efficiency in line with the principles of good human resource management through professional bureaucracy and regulations. This master’s thesis examines which flexible types of employment and mobility are the most common in public administration and whether they contribute to its efficiency. The main hypothesis states that rigid regulations hinder the efficiency and mobility of civil servants. The goal was to establish whether flexible types of employment and mobility in public administration are below the average of the EU. The main issues encountered during the study were related to limited literature and very few existing research. The empirical part of the master’s thesis consists of a quantitative and qualitative research. The former was based on public information from staff registers of public administration bodies that is freely available to natural persons. The latter involved partly structured interviews with experts in the field. Both research methods helped to determine the current situation regarding flexibility and mobility in public administration. Research results suggest that both flexibility and mobility improve the efficiency of public administration. Although regulations partially limit flexibility, they do limit the mobility of civil servants. The main obstacles in mobility are poor practices of civil servant transfers due to working requirements and rigid regulations that limit mobility in public administration.
