Abstract
Varovanje kmetijskih zemljišč je pomemben dejavnik ohranjanja kakovostnih zemljišč in povečanja pridelave hrane. Območja z izvedenimi komasacijami ter z delujočimi osuševalnimi in namakalnimi sistemi so še posebej pomembna, saj vplivajo na količino in kakovost pridelka. Pomembnost teh območij smo prikazali s točkovnim kriterijem, ki ga določa Pravilnik za določitev predloga trajno varovanih kmetijskih zemljišč (TVKZ). V programu ArcGIS smo izrisali osnovno karto na kateri se nahajajo območja, ki so potencialno primerna za določitev predloga TVKZ. Skupna površina območij, primernih za določitev TVKZ z vidika izvedenih komasacij ter delujočih osuševalnih in namakalnih sistemov, je 60.030,14 ha. Rezultati kažejo, da se največ (26.050 ha) območij, primernih za določitev TVKZ, nahaja v pomurski regiji, v obalno-kraški regiji območja dosegajo najvišje število točk po točkovnem kriteriju. Večina (86,62 %) območij z izvedenimi komasacijami ter delujočimi osuševalnimi in namakalnimi sistemi se nahaja na strateško izjemno pomembnih območjih za kmetijstvo in pridelavo hrane. Na območjih z visoko boniteto zemljišč se nahaja večina (36,17 %) območij s proučevanimi pogoji. Najvišjo boniteto (68 BT) dosegajo zemljišča v obalno-kraški statistični regiji, najnižjo pa v primorsko-notranjski regiji (46 BT). Glede na točkovni kriterij najvišje število točk (tehtano povprečje) dosegajo zemljišča, na katerih so narejeni namakalni sistemi (13 točk), sledijo zemljišča z osuševalnimi sistemi (10 točk) in komasirana zemljišča (9 točk).

Title:Analysis of quality of permanently protected agricultural land in the areas of irrigation operational drainage and consolidation
Abstract:
Protection of agricultural lands is an important factor in preserving quality lands and increasing food production. The areas that have undergone consolidations and include operational drainage and irrigation systems are of special importance as they have impact on the quality and quantity of the harvest. The significance of these lands has been demonstrated by using the grading criterion, which is defined by the Rules for specification of the proposal pertaining to the Permanently protected agricultural land (PPAL). Using the ArcGIS program we have designed a basic chart that includes the areas, which are potentially suitable for the implementation of the PPAL proposal. The total area of lands that are suitable for implementing the PPAL from the standpoint of the executed consolidations and operational drainage and irrigation systems, is 60,030.14 ha. The results have shown that most of the lands suitable for the PPAL are situated in the Pomurje region (26.050 ha), while the highest scores regarding suitability are reached in the Coastal-Karst region. Most of the areas (86,62 %) that have been consolidated and have operational drainage and irrigation systems are located on strategically very important areas for agriculture and food production. The areas with a high land credit ratings include the majority of the areas (36,17 %), which meet the criteria of the conditions that we have studied. The highest credit ratings (68 CR) are reached by the lands in the Coastal-Karst region, while the lands of the Littoral-Inner Carniola region are the worst in this regard (46 CR). Considering the grading criterion, the highest amount of points is attained by the lands, which include the already built irrigation systems (13 points), and these are followed by the lands, which include the lands with drainage systems (10 points) and finally the lands, which have been consolidated (9 points).
