Abstract
Financiranje visokega šolstva se lahko med državami močno razlikuje, kar pripelje do drugačnih vplivov na učinkovitost in pravičnost izobraževanja. Učinkovitost in pravičnost izobraževanja sta si obratno sorazmerna, kar predstavlja eno največjih težav financiranja visokega šolstva. Vedno bolj se vzpostavlja mešani vir financiranja visokega šolstva, ki delno poskrbi za tako učinkovitost kot pravičnost, vendar so razlike med državami še vedno zelo opazne. Magistrska naloga v teoretičnem delu opredeljuje pojme visokošolskega izobraževanja, financiranja visokošolskega izobraževanja, učinkovitosti in pravičnosti izobraževanja in poda značilnosti visokošolskega izobraževanja in njegovega financiranja v treh obravnavanih državah članicah EU in sicer v Sloveniji, na Nizozemskem in na Portugalskem. V empiričnem delu so sprva opredeljeni izbrani kazalniki učinkovitosti in pravičnosti izobraževanja, na njihovi osnovi pa preverjene štiri hipoteze, ki pomagajo odgovoriti na glavno raziskovalno vprašanje. V vidiku učinkovitosti izobraževanja so rezultati pokazali, da so finančni ukrepi, ki oz. če jih imajo države zastavljene, pripomogli k sami učinkovitosti visokošolskega izobraževanja. Pri preverjanju pravičnosti je pomembna ugotovitev, da socialno-ekonomsko ozadje oz. natančneje stopnja izobrazbe staršev nosi velik vpliv na stopnjo izobrazbe njihovega otroka.

Title:
The effect of higher education funding systems on efficiency and equity in education: comparison of Slovenia, the Netherlands and Portugal
Abstract:
Funding of higher education can vary greatly between countries, leading to different effects on efficiency and equity in education. Efficiency and equity in education are inversely proportional, which is one of the biggest problems within higher education funding. Eventhough mixed source of funding, which ensures both efficiency and equity, is in the increase, noticeable differences between countries still persist. The theoretical part of the thesis defines the concepts of higher education, funding of higher education, efficiency and equity in education and also presents the characteristics of higher education and its financing in three EU member states; Slovenia, the Netherlands and Portugal. The empirical part initiates with the selection and definition of efficiency and equity indicators, which present the basis for four hypotheses that were examined to help forming an answer to the main research question. In terms of efficiency in higher education, the results showed that potential financial measures, if set by the state, contribute to the efficiency in higher education. In terms of equity in higher education, the most important finding is that the socio-economic background, more precisely the level of parental education, has a significant impact on the level of education of their child.
